Former York County Arc director arrested by North Strabane police on child porn charges

The former executive director of Arc of York County was arrested Tuesday by North Strabane Township police on charges including child pornography.

A man who was executive director of Arc of York County was arrested Tuesday by North Strabane Township police on charges including child pornography after he allegedly sent obscene photographs to whom he thought were three young girls, when in fact he was communicating with a township police officer.

George Harlow Flory, 66, of York, is charged with four counts of unlawful contact with a minor, five counts of soliciting child pornography and one count each of obscene communication with a minor and criminal use of a communication facility.

Flory, as Harlow Flory, is still listed as executive director of Arc of York County on the Arc of Pennsylvania website. However, his name was removed from the York organization’s website, which lists Josh Leik as acting executive director. Leik did not return a call seeking comment on Flory’s arrest. Arc serves people with intellectual and developmental disabilities.

Officer Gary Scherer, who is a member of the Pennsylvania Internet Crimes Against Children Task Force, was monitoring a chatroom Sept. 27 and posed as a 14-year-old North Strabane girl on the site. He was soon contacted by a man named “George,” who indicated he was from York. The man was using the screen names of “cutegrandad” and “cutegrandpa.” The man reportedly acknowledged the supposed 14-year-old’s age and expressed a sexual interest in young girls, according to court documents. He also indicated he had a webcam he used to show his private area to girls, police said.

The man, who police said was later identified as Flory through an internet service provider address after authorities obtained a search warrant, provided a site link. He also allegedly engaged in ongoing and detailed sexual conversations and asked the supposed 14-year-old girl to send him nude photographs of herself.

Scherer said he also used two different profiles, one of a 13-year-old girl and another of a 12-year-old girl. Both were allegedly contacted by Flory Sept. 29 and 30. Flory allegedly engaged in a one-way chat with both and asked for nude photographs.

Flory was arraigned before District Judge Jay Weller and placed in Washington County jail on $50,000 bond. He is scheduled for an Oct. 17 preliminary hearing before Weller.
