Fox, whose contract includes a $40,000 signing bonus, will be counted on to help replace special teams captain Clint Kriewaldt, who was released in late February.
A former third-round pick of the Chiefs, Fox has appeared in 40 career games, making four starts. He saw playing time last season with the first-team defense when the Chiefs shifted to a 3-4 defense. Fox was the fourth linebacker.
His best game came in the regular season finale, when he recorded 10 tackles against the New York Jets.
Fox is the second free agent signed by the Steelers. Both moves were made to bolster the team's special teams unit.
The Steelers signed running back-return man Mewelde Moore last week to replace Allen Rossum, who was cut at the same time as Kriewaldt.
Pittsburgh's return game and coverage units ranked in the bottom third of the league in nearly every category last season.
And the Steelers may not be finished with its special teams makeover.
Tennessee free safety Donnie Nickey is scheduled to visit the Steelers this week. Nickey has been one of Tennessee's best special teams players over the past couple of seasons.
