County to solicit proposals for CDBG money

WAYNESBURG - Greene County will be soliciting proposals from municipalities interested in submitting projects for funding under the fiscal year 2008 Community Development Block Grant program.

Municipal officials interested in submitting proposals can attend either of two public hearings that have been scheduled on the CDBG program.

The first hearing will be held at 9 a.m. Friday in the commissioner's meeting room, on the first floor of the Greene County Office Building.

The second hearing will be at 9 a.m. April 14 in the second-floor conference room of the Greene County Office Building


CDBG money is federal money channeled to county and local municipalities through the state Department of Community and Economic Development.

The money must be used for projects that primarily benefit low- to moderate-income residents. It also can be used to prevent or eliminate blight or for any emergency community development need.

The hearings have been scheduled on the fiscal year 2008 entitlement program, though comments will be received regarding projects in any year of the three-year investment plan, which includes 2008 through 2010, said Ann Bargerstock, county grant coordinator.

The project requests that will be considered at the scheduled hearings are expected to be earmarked for the 2010 allocation.

The 2008 entitlement is currently earmarked for improvements to the historic district in Rices Landing Borough, and the 2009 allocation is earmarked for a water line extension on Kirby Road.

The allocation of funds for 2010 is expected to be between $200,000 and $225,000, Bargerstock said. The county has seen slight decreases in its annual allocations for about the last three years, Bargerstock said.

Before, the county had received $250,000 to $260,000 each year as its CDBG allocation.

The county's allocation of money cannot be spent in Waynesburg Borough and Franklin and Cumberland townships, which receive their own annual CDBG allocations.

In addition to hearing project requests at the two scheduled hearings, county officials will receive comments from residents on the county's prior use of CDBG funds.
