Washington woman arraigned on rape charges

The Washington woman accused of raping a fellow resident of a facility for people with special needs and then burning him with a curling iron was arraigned Thursday.

Samantha Harvey, 23, of 38 W. Walnut St., is accused of forcing the 22-year-old man to engage in sex on Aug. 20.

The man told city police Sgt. David Bradley that Harvey came into his bedroom as he was getting ready for bed. Harvey told him that she would cut open his penis and watch him bleed to death unless he had sex with her. She also reportedly slapped him in the face.

Harvey then took the man to her bedroom, where they had sex, police said. She then clipped a hot curling iron on the man's ear, causing it to burn and blister.

She again threatened the man, telling him that if he didn't improve, something bad would happen to him. After a few more minutes, Harvey clipped the curling iron to his penis, police said.

Bradley said the injuries will heal although the burn on the ear is severe.

"I asked her why she did it," Bradley said. "She just put her head down and didn't want to talk about it."

Bradley said group home employees told him that Harvey is very manipulative while the man is easily persuaded.

Harvey was arraigned before Senior District Judge Marjorie Teagarden on charges of rape, aggravated indecent assault, involuntary deviate sexual intercourse, terroristic threats and reckless endangerment. She was returned to Washington County Jail on $25,000 bond. A preliminary hearing is set for 11:30 a.m. Wednesday in Central Court.

Harvey was placed in jail after the incident for violating her probation. She pleaded guilty on charges of terroristic threats and theft for stealing from her grandmother in May 2008.

Why wasn't there more info on the home that these people were in and where were the staff? The oversight of the residents to allow this to happen seems very poor and it seems that something more should be reported about their role.

The heck with the ear. I hope the penis is alright. Someone clipping a curling iron to a penis is horrific. I hope she gets sometime in the state prison for that one

Well, what about he burn on the man's penis. Did Officer Bradley say if that's going to heal also.
