Smith, police said, had failed to signal a turn into a parking lot near the intersection of Route 519 and South Central Avenue. Also, according to police, her vehicle's windshield was cracked, another violation.
When Mancini approached the car, police said, Boyle kept trying to get out. The officer told him to stay inside the vehicle, but Boyle got out and ran. He was caught by police in a yard a short distance away on South Central.
After he was apprehended, Boyle thanked Mancini for arresting him, police said. He told the officer he needed help for his heroin addiction.
Police discovered that Boyle was wanted by Roscoe-Allenport-Stockdale-Elco regional police for a burglary this year at his former apartment. Timothy Rex, Boyle's former landlord, told police that he had been evicted from the home because he had broken his lease agreement. RESA police obtained a warrant from District Judge Larry Hopkins on charges of burglary and criminal mischief.
Smith, the driver, was found to have three syringes and an empty heroin packet, police said.
Boyle was arraigned before District Judge Jay Weller on the RESA charges and on charges of flight to avoid apprehension and resisting arrest filed by North Strabane. Bond was set at $50,000 on the RESA charges and $10,000 on the North Strabane charges. He was placed in Washington County Jail.
Smith will be charged with possession of drug paraphernalia and driving under suspension, police said.
