Waynesburg woman arrested for sexual assault of teen

WAYNESBURG – A Waynesburg woman was arraigned for an alleged sexual assault of a 15-year old boy. Tracy Lynn Kennedy, 46, of 342 Morris St., was arrested Nov. 17 by Waynesburg Borough Police.


According to police, the assault took place Oct. 28 when the boy and his girlfriend were visiting the residence of a mutual friend. The young man told police Kennedy was at the residence. He said she sat next to him on a sofa and grabbed his crotch but then apologized for doing so, according to a criminal complaint filed before Greene County Magisterial District Judge Glenn Bates. The boy’s girlfriend told investigating officer, Thomas Ankrom II, that she witnessed Kennedy doing this.


A short while later, Kennedy left the room and when she returned asked the boy to come with her so she could tell him a secret, police said. The boy followed her into another room where Kennedy is alleged to have sexually assaulted him.


Ankrom said the boy told him he returned to the living room after the assault happened and told his girlfriend they needed to leave. He said he was “in shock” and cried as he and his girlfriend walked to his residence a few blocks away. The boy’s mother called police.


EMS Southwest ambulance service was summoned by police to the boy’s residence to transport him to Southwest Regional Medical Center where a rape kit was conducted.


On Oct. 30, Ankrom questioned Kennedy about the incident. Ankrom said Kennedy admitted she had touched the boy’s crotch but said it was an accident and agreed to give a DNA sample.


Police returned Nov. 17 to take Kennedy for the DNA test. She initially agreed but once inside the patrol car told Ankrom and Officer Asa Winters her attorney had advised her against giving the sample.


Ankrom said Kennedy then uttered an accusation she was the victim, stating “he raped me and I get in trouble.”


Kennedy agreed to be questioned at the borough police station, according to the complaint. Police said she told them she had asked the boy to come into a bedroom where she showed him a necklace. She said he then grabbed her by the hair, forced her to the floor and sexually assaulted her.


Based upon inconsistent information given in the case, Kennedy was arrested. When she overheard officers discussing obtaining a search warrant for her DNA she advised them she would consent to it because, “you’re going to find my DNA on him,” according to Ankrom.


Kennedy was held on charges of indecent sexual assault with a person less than 16 years of age, indecent assault of a person less than 16 years of age, statutory sexual assault on a person 11 years or older and sexual assault. She was arraigned before Bates and held on a $15,000 percentage bond.


A preliminary hearing in the matter is scheduled before Bates at 2:30 p.m. Nov. 26.
