A woman arrested with a Waynesburg man Thursday for conspiracy to distribute heroin in Cameron, W.Va., was a substitute teacher in the Marshall County, W.Va., School District and a former substitute in the West Greene School District.

Amanda Allison, 26, of Cameron, and Tyler Jay Hoyle, 22, of Waynesburg, were arrested by the Marshall County Drug Task Force on charges contained in indictment returned by a federal grand jury Tuesday, according to the U.S. Attorney’s Office.

Allison was a substitute in the Marshall County School District and until about January had been a head coach of the junior varsity girls basketball team at Cameron High School, a district spokeswoman said Friday.

Allison also had been a substitute in West Greene School District although the last time she worked in the district was at least two years ago, said district Superintendent Thelma Szarell. Allison had been a substitute primarily in the elementary grades, she said.

The West Greene board had voted in July to require all substitute employees and security staff to pass pre-employment drug tests. The pre-employment drug tests previously were required only of all new permanent employees.

“We don’t employ anybody without a drug test,” Szarell said. The motion requiring testing of substitutes had nothing to do with Allison, she added.

Allison and Hoyle were each charged with conspiracy to distribute heroin for activities that occurred between January and April 6, in Cameron.

Allison was also charged with three counts of illegal use of a telephone to facilitate the distribution of heroin, two counts of distribution of heroin and one count of distribution of oxycodone.

Allison and Hoyle appeared in court Thursday for an initial appearance. Allison was released with conditions and Hoyle was remanded to custody pending a detention hearing.
