A Fallowfield Township man was arrested Monday by state police after he allegedly assaulted his wife and then grabbed and threw his 9-year-old daughter when she tried to help her mother.

Russell Hughes Blackburn II, 40, of 115 Coyle Curtain Road, is accused of assaulting his 37-year-old wife, Julie Blackburn, during a confrontation at their home.

He is accused of punching his wife in the face and head and throwing her to the floor. He was allegedly sitting on her and choking her when their daughter came up from behind and hit him on the back and tried to pull him off. Blackburn grabbed the girl and threw her. She fell backward, hitting a chair.

A passing motorist called police after seeing a woman covered in blood, later identified as Julie Blackburn, standing outside the house screaming for help. Russell Blackburn also was outside covered in blood.

Carroll Township police arrived first and took him into custody. Julie Blackburn was taken to Monongahela Valley Hospital for treatment of two lacerations on the back of her head and bruises around her throat.

He was arraigned before District Judge Mark Wilson on one count of simple assault and two counts of harassment. He was placed in Washington County jail on $25,000 bond. A preliminary hearing is set for Sept. 25 before District Judge Larry Hopkins.
