NOTICE OF PUBLIC CONFERENCE Notice is hereby given that the Pennsylvania Department of Environmental Protection, District Mining Operations, has received an application from Consolidation Coal Company for a permit revision to the Blacksville No. 1 Mine Refuse Area permit, CMAP#30743702, to add two surface acres to the permit area for the construction and installation of a 3,650 foot, 6-inch pipeline, at a depth of 3.5 feet connecting the Blacksville Mine No. 1 pool and the Humphrey Mine pool, both located in West Virginia for the purpose of water treatment. A stream variance is included for an unnamed tributary of Rudolph Run for stream encroachment activities consistent with the installation of a water line. No new discharges are proposed with this permit revision application. The Blacksville No. 1 Mine Refuse Area permit is located in Wayne Township, Greene County. The Department will hold an Informal Public Conference in an Open House format at the Wayne Township Municipal Office Building, 132 Spraggs Road, Spraggs, PA 15362, on Tuesday, February 23, 2010, from 1:00 p.m. until 3:00 p.m. DEP staff will be conducting individual discussions on the proposed permit revision application. Keystone Elks INVITATION FOR BIDS The Redevelopment Authority of the County of Washington will receive bids for the KEYSTONE ELKS DEMOLITION PROJECT NOS. LS 09-27 AND CD 07-37 (City of Washington) until 10:00 A.M., prevailing time, on February 19, 2010 at its offices, 100 West Beau Street, Suite 603, Washington, Pennsylvania 15301, at which time and place all bids will be publicly opened and read aloud. Copies of the contract documents including drawings, technical specifications, and bid forms, are available for purchase. Contact Accredited Environmental Technologies, Inc. (AET), 128 State Street, Charleroi, Pennsylvania (724-880-6360). A non-refundable payment of $45.00 payable to AET is required for each set of contract documents. Each bid shall be accompanied by a bid guaranty, which shall not be less than ten percent (10%) of the total amount of the bid. The form of the guaranty shall be in accordance with the type permitted under the contract documents. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap in accordance with Executive Order 11246; and that the lower income resident employment and training requirements 24 CFR 135 apply to this project. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170lu (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low and very low income persons, particularly persons who are recipients of HUD assistance for housing. The requirements of Executive Order 11625 - Minority Business Enterprise, and Executive Order 12138 - Women Business Enterprise, are applicable to this project. As used in this Notice, and in the contract resulting from this solicitation, the covered area is the Pittsburgh Metropolitan Statistical Area (MSA), which includes the Counties of Allegheny, Beaver, Butler, Fayette, Washington and Westmoreland. NOTICE OF PUBLIC HEARING OF THE WASHINGTON COUNTY INDUSTRIAL DEVELOPMENT AUTHORITY PUBLIC NOTICE IS HEREBY GIVEN, pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended, that the Washington County Industrial Development Authority (the Authority) proposes to issue revenue bonds at the request of Washington and Jefferson College, a Pennsylvania non-profit corporation (the College). The purpose of the public hearing is to consider the approval of the issuance of $70,000,000 maximum principal amount of College Revenue Bonds, Series of 2010 (Washington and Jefferson College Project). The proceeds of the bonds are expected to be used by the College to: (a) refund the Pennsylvania Higher Educational Facilities Authority, Variable Rate Demand Student Housing Revenue Bonds (Washington & Jefferson Development Corporation - Washington and Jefferson College Project) Series 2005A, currently outstanding in the principal amount of $37,220,000; (b) refund the Allegheny County Higher Education Building Authority, Variable Rate Demand Revenue Bonds, Series 2002 (Washington & Jefferson College Project), currently outstanding in the principal amount of $8,510,000; (c) refund the Pennsylvania Higher Educational Facilities Authority, Revenue Bonds (Association of Independent Colleges and Universities of Pennsylvania Financing Program - Washington and Jefferson College Project), Series 1999 E4 and E5, currently outstanding in the aggregate principal amount of $17,900,000; (d) fund a debt service reserve fund; and (e) pay all or a portion of the costs of issuance (collectively, the Project). All facilities financed by the foregoing bond issues are currently owned by either the College or the Washington & Jefferson Development Corporation, and are used for educational and related purposes on the Colleges campus, located at 60 South Lincoln Street, Washington, PA.
