Borough awards contract for streetscape

WAYNESBURG - Waynesburg Borough awarded a contract Monday for the long-awaited streetscape project.

The contract was awarded to SET Inc. of Lowellville, Ohio, which submitted a low bid of $1,634,300, said Bruce Wermlinger, borough manager.

The borough will now meet with the contractor to discuss reducing the project scope to stay within budget and to determine the start date, Wermlinger said.

The borough has about $1.6 million to work with and has proposed eliminating the decorative, stamped concrete crosswalks to reduce project costs. Eliminating the crosswalks will save more than $300,000, Wermlinger said.

The savings from eliminating the crosswalks will help cover the costs of any contingencies as well as inspection fees, Wermlinger said.

At a recent council meeting, council members also expressed concerns about the crosswalks because of the rumbling sound they make as cars cross over them and the damage they might receive from heavy traffic and snow plows.

It's possible, depending on the contractor's schedule, that the project could start this year, Wermlinger said. "If the contractor is not tied up on any other jobs and the weather looks favorable in November, he could start in November," he said.

The streetscape project has been in the works for at least four years.

The project will encompass three blocks on High Street, from Cumberland to Washington streets, and two blocks on Washington Street, from High to Wayne streets. Plans call for decorative sidewalks, streetlights and tree-lined streets.

Wermlinger said the project wouldn't have come about without the efforts of Waynesburg Prosperous and Beautiful, which originally planned the project, Waynesburg University and Greene County.

The project received $1 million in state money in 2006. The university contributed $76,000 to help pay design costs and the county contributed $600,000 in money it originally received for the Greene River Trails project.

Allegheny Power and Comcast, whose lines will be buried beneath the sidewalks as part of the project, also agreed to cover the costs of relocating their lines. The borough still has to come up with $52,000 to relocate telephone lines owned by Windstream Communications, which didn't come to the same agreement.

Waynesburg is a great town with great people, a great college, and great scenery. But, could we find a better way to spend $1.6 million? A majority of that money is from the taxpayers of the region. Would it be possible to improve the infrastructure in town and use the remainder to give low interest loans to small business owners and inventors? Learn from WashPa’s mistakes; Wal-Marts do not improve downtowns and cosmetic changes do not grow businesses.
