Suspected mid-level dealer arrested
Louis Francis Robinson, 51, of 607 Thompson Ave., was taken into custody Tuesday at his home after twice delivering suspected heroin to an informant over the weekend.
"He was a very significant player in the heroin market in the valley. He has been on our radar for about a month," said Ron Levi, task force director. "We believe he was a mid-level dealer supplying low-level dealers, who in turn sold the drug to the users."
Robinson is accused of selling 25 stamp bags, or a half-brick, of heroin to an informant for $225 Saturday afternoon near Fifth Street and Thompson Avenue.

Arrangements for both sales were made by Robinson using his cellular telephone.
"He was turning a lot of bricks, which is 50 bags, selling many, many a day," Levi said. "It is significant when the same person continues to have a large quantity of heroin so readily available. He pretty much told people that he could supply any quantity."
Levi said Robinson also was making trips into Allegheny and Westmoreland counties, where they believe he was both buying and selling heroin.
"We were fortunate we were able to make undercover buys from him," Levi said. "I'm glad we were able to take him down because he was selling a lot."
Levi credited Monongahela police with providing the task force with good intelligence information about Robinson's activities. Washington County sheriff's deputies assisted in taking Robinson into custody.
Robinson was arraigned before District Judge Mark Wilson on two counts each of possession of heroin, possession with intent to deliver heroin and criminal use of a communication facility. He was placed in Washington County Jail on $100,000 bond. A preliminary hearing is set for Nov. 25 before Wilson.
The task force also seized his 2001 Dodge Durango sport utility vehicle and several thousand dollars.
