Woman killed in Dunkard accident

A 47-year-old Mt. Morris woman was killed Wednesday morning on state Route 2021 in Dunkard Township.

State police said a dump truck driven by Terry R. Hare, 43, of Waynesburg, was traveling south on Route 2021 at 7:35 a.m. when he lost control on a right curve, crossed into the northbound lane near state Route 2025 and collided with a pickup truck driven by Darlene F. Phillips.

Phillips and her passenger, Garrett J. Phillips, 10, also of Mt. Morris, were extricated from the vehicle by Bobtown Volunteer Fire Department and transported to Ruby Memorial Hospital in Morgantown, W.Va, police said.

Southeastern Greene School District Superintendent Mike Caruso said Phillips was working in the district's elementary school on the preparation program for the state achievement tests, the Pennsylvania System of School Assessment, and assisted in administrative duties.

Prior to coming to the district, Phillips taught for about 12 years in West Virginia.

"She's a great lady and is well respected by the staff and students," Caruso said. "She was instrumental in helping our district make AYP (adequate yearly progress) and improve its PSSA scores."

The West Virginia Medical Examiner's Office pronounced Phillips dead as a result of the crash.

No further details on the condition of Hare or the boy were available.

State police continue to investigate the accident.

SUCH SADNESS : 11/19/2009
My thoughts and prayers go out to the Hare family. What a loss to the family and the community. We live off of Rt 21 west of Waynesburg and the dump trucks that are traveling on that road our out of control. SPEED, tail gating, over the double line always on turns. Traveling in 3 and four groups and you can see the drivers communicating with each other. I don't think that they are talking about slowing down any. We have only a few State Police that cover Greene county and its such a shame that all of the people, school buses have this overwhelming threat against their lives daily. Here another life and a family left with the loss of a loved one from a driver that has no respect for others on the road. Got to get that load in. Shame on the drivers of those trucks that I see daily out here on RT 21. Maybe you should keep in mind that the vehicle that is coming toward you may have one of your family members in it. Then maybe you will slow down and stay on your side of the road. Another loss of a loved one to stupidity.

Im been saying all a long the coal trucks think they own the road. speeding and cutting and pass cars and all i see is the state police do nothing to enforce this. my son goes too bobtown school and now the kids will be scared of the trucks. so lets see if the state police will do anything. sorry to hear about the accident she relly is a nice and kind person

I have known Darlene for over 25 years. There was not a nicer person in the world...always a smile on her face and just such a sweet and wonderful person. God couldnt have taken a better angel home. My heart and my thoughts are with Dave and Garrett. Not sure why that woman is sending prayers and thoughts to the Hare family in the above column....he should slow DOWN...those are truck drivers think they own the road...and now an innocent life is taken because of senseless driving... My Prayer are with the family and May the Lord be with her son and help him recovery. I think they should have the mines pay for a cop to sit at all this hill's and mountain and stop these coal truck driver for driving like they own the road. Every chase i get i yet at them and get the tag number or truck number and call the mine and tell them about it. Some one need to stop these. Dump truck drivers due travel recklessly on the Greene County roads. It's not difficult to manuever a turn and stay in your own lane if you are traveling at the posted speed limit or paying attention to what you are doing. Was Mr. Hare talking or texting on his cell phone? Was he not paying 100% attention to the road when navigating the turn? I do hope they test Mr. Hare for drugs and alcohol and he is held accountable for the tragic death of Ms. Phillips. This is an accident that should not have happened. Because of Mr. Hare's actions, a family unexpectedly is planning a funeral instead of planning for the Thanksgiving holiday. What about Ms. Phillips 10 year old son? He witnessed his mother dying. I really do pray Mr. Hare that you are genuinely remorseful because you took another person's life. Time to start thinking about others instead of yourself for a change. Phillips family, my thoughts and prayers are with each of you.


Trucks and State Police : 11/19/2009
I lived there for 8 years and all I saw was the state police, one officer in particular, only giving tickets to coal miners. Everyone saw the trucks flying like the owned every inch of road. Everyone always made comments but police never cared. Maybe someone should look into the records of the police and see there ticket ratio against normal drivers and the trucks that fly. The police would rather sit on 88 and in Gerards Fort and get all the coal miners and then make comments to them while writing the ticket. The trucks ruin the roads, drive like idiots and we have to pay for it. Ive been fed up for years with the lack of concern. We pay the highest taxes and get the worst roads, and the least concern for regular drivers ive ever seen.

My thought and prayers go out to Dave and Garrett and the Shaffer family. Having known Darlene for over 20 years, this is devistating. She was truely an angel and for all the years I knew her I never saw her angry. She was the kindest most loving person I have ever know. Her smile will live on in the hearts of all who knew her. It is so unbearable that these companies are pushing these truckers to get the loads in and not caring about anything but their greed! They fly on these roads and how many lives will be taken before the speed limits are enforced and trucking companies are held accountable? Please pray for these families. This is such a horrible loss for the Hare family. I wish I could take away their pain. I honestly have no clue what happened in this case, but I had also heard a wheel came off of the truck causeing this tradegy. I do know for a fact that an investigator is going to be thoroughly inspecting the truck to find out what happened.

The truck did not lose a tire until collision occured. The other post are correct most not all but most of these truck travel well over the speed limit on these roads especially in that area as well as the Carmichaels area. I have had them tailgate me when I am driving the speed limit. What will the state police do? They will be in that area for a month monitoring the truck traffic like they do anywhere a fatal accident occurs. Then after that you wont see them again until another fatal accident occurs. Does this article say anything about a lost tire ? No it doesnt . these trucks need to slow down!

Darlene Phillips was a wonderful person, she took care of everyone. She was so kind hearted and so gentle and loving. Our prayers go out to her family. I hope all truck drivers will slow down and drive safely, these horrible accidents can be prevented. If the wheel did come off, then these trucks need to be inspected more often. This dear sweet lady should be remembered by all truck drivers that get behind the wheel, and when you get home hug your wife and your children, and think of Darlene.

Get The Facts - it appears you are voicing your opinion on hearsay. I have not read anyone accusing of Hare of being on drugs, texting, etc. I see questions were asked in regards to figuring out how the accident happened. These are dome of the same questions an insurance company and the investigating officers would ask. I also read that one of the postings appears to know Hare outside of the truck and may be on to something (drugs/alcohol). Who knows. Let's all let the police sort it out. Yesterday was a sad day for the Phillips and Shaffer family. We may never really know what happened, but we do knwo for sure that God has a plan for all of us and when he calls us home thats when we will go. Yes Garrett and Dave will miss Darlene very much so wil her father, but God will get them thru this. May God be with both famiilies.

After reading several of these post I think that the Phillips family is who needs the prayers. Mr Hare was the truck driver people. He is still alive. This is a tragedy for both families. The Phillips family lost a beautiful person. Mr. Hare and his family have to live with knowing he was at the wheel of the truck that killed her. We should all be praying for BOTH families. We don't know what happened to cause the accident. He will be tested for drugs and alcohol, as when a truck is involved in any serious accident. Some of you are cold hearted and making remarks that won't help anyone. Try being supportive of those in need. You don't have to be kind to Mr. Hare, but you don't have to be cruel either. Let's let God be the judge and jury in the end. If the accident is indeed because of his actions, he will get his day in court in Waynesburg and in heaven. God bless you all, my heart really goes out to both families. Lets start thinking of something to help out the Phillips family, maybe financially with all they will have to deal with.

First off I would just like to say my thought and prayers go out to the whole family and pray that Garrett recovers both physically and mentally this is a terrible loss. As for the truck that caused this I think they need to look into the maintenance of the truck as well as the driver, see who takes care of the equipment. If the wheel fell off to make him loose control aren’t the trucks to be checked before ever taken out. If the driver was driving properly he should have been able to tell there was a problem outside of him being distracted by something or just driving to fast for the condition of the road.

shame is not the word here. Tragedy. a wonderful person is dead, and her husband and son's lives changed forever. i know them and will pray for them. but these trucks are nothing short of a menace to society. i live in greensboro and used to work in wv. the fort martin and river roads are literally the highways from Hell. these truckers think they own the road, and -on purpose- will pull out in front of you so you have to follow them and eat their smoke and on dry days, their dust. they should be governed by some rules to prevent these stupid accidents from happening. there have been many on the afore mentioned roads, not to mention all the back roads in mon and dunkard townships. and now route 21 to waynesburg is becoming a truck route. is there no escaping them? i know they provide folks with a living, but you tr4uckers should pay more attention.

There's no reason to obey the speed limits or the traffic laws b/c there's never any presence or enforcement in these areas. We're on our own out here, which ain't all bad, but there's no reason to think you'd ever see a trooper away from the barracks in Waynesburg. Call and complain about speeding/reckless driving and see if anything is done...It's terrible someone had to die before people speak up!

I never met Mrs. Phillips but she is my boyfriends aunt. My grandma works at Bobtown school as a janitor and said she was a very nice woman. I am not pointing any fingers but I do agree that the coal truck drivers around our area are out of hand. I am 18 years old and have been driving for 2 years but do you know how nerve racking it is to have a coal truck riding your rear end? One got so mad at me for going 55 to waynesburg which is the speed limit he started hinking his horn so I pulled over. I am not sure if this is true but I heard they get paid by the load not by the hr. If this is true it explains why they travel so wrecklessly trying to make a living but what they dont understand is they are puting other drivers in danger. 2 years ago I was ran off the road by a coal truck. If I wouldnt have moved off the road I probably would be dead because the driver was on my side of the road, Do you think he stopped to apologize or ask if I was ok, absolutly not he had to deliver his load. To be honest the only place I have ever seen state cops around the area is Waynesburg. This problem needs to stop and someone has to take action.Now a 10 year old boy has no mother and a husband has no wife. This is so sad and my heart goes out to the Phillips family. I hope that this tragedy will make truck drivers slow down and the police investigate what really happened.

This is jsut such a terrible terrible thing. I have knew Darlene for many years. In all the years that I have knew her, every time I seen her she was smiling, never a bad word about anyone. At first I felt alot of hate for the driver. But after I sat and thought.... this is not how Darlene would want anyone to feel. Those who knew her well, knows what Iam talking about. Yes she's going to missed by so so many people. I still can not help but wonder and ask whay, why Darlene. There is no way her work her on earth was complete, with all she has done for the children. You can ask any child that had the pleasure of knowing her what kind of teacher, person she was. My son will always have a spot in his heart for Mrs. Phillips and I will forever. People...let's not lose sight that this was an accident. As tragic as it is, I am sure Mr. Hare did not hit Ms. Phillips on purpose. Based upon the information in the story, it seems like an accident. I don't believe anyone is expressing malice against Mr. Hare. I just wanted to say that there is NO truth to the rumor that the truck's tire fell off and caused this terrible tragedy. A tire did fall off after the accident but it was caused by the collision, Not the cause of it. This appears to be a tragic accident, that resulted in the loss of a WONDERFUL woman, wife, teacher and mother. May God be with the Phillips family.

I live at the bottom of 88 south and see the speeding to make their quota. We are not sure what caused this accident but i'm sure that the police and insurance company will find out. I would like to say that Darlene was a lovely woman inside and out. She was a wonderful and kindhearted woman and teacher and would have gone far in her career because she commanded the respect of her peers and students in ways that most never do...through respectful behavior and exemplary character. As someone that has wrecked in that exact same spot for almost the same reason, my suggestion is to fix the berms on the side of the road so that the loss of control won't be as tragic. The state repaved this road with 8 to 12 inches of asphalt but neglected to fill in the sides and the storm runoff has made this worse on both sides of the road. Going off the road could destroy a tire or a wheel leaving it difficult to negotiate the curves there. I saw the area and it appears to have be a steep berm and a radical overcorrection that caused this and the high berm leaves no one with a place to go. Truely this is a terrible accident that will leave hearts broken for years to come and a very loved boy without a mother.

There is no evidence in the article to suggest that Mr Hare was drunk, on drugs or not paying attention, Everyone needs to wait for the facts before they cast stones. why do we always seem to think everything is one sided? Yes, some of these trucks drive like maniacs. But, I can tell you, on my drive to work and back home each day, I encounter many MANY cars and pick ups driving like idiots... crossing the yellow line, flying around other cars in no passing zones, etc. It is not just a problem with the trucks. Can anyone define the term accident for me?...I'll define it for you....Its an undesirable or unfortunate happening that occurs unintentionally...Do you honestly think that the truck driver set out that day to kill anyone. No. And how do you people know that "speed" was a factor. You all are assuming it was. Probably because some of you get behind the wheel and speed in your cars. This was a terrible tragedy. I personally know one of the investigators that checked this truck after the accident. So far it has been determined that there were some mechanical failures that contributed to this accident. The speed is not yet known, but there were failures taht caused the truck to not be steered properly.

Thats all the more reason to have the employees as well as the owners to be investagated. To make sure they have certifacations and are not on drugs IT WOULD SAVE LIVES If you work on these vehicles then you should be on the same standards as the drivers of these trucks. I do know Mr Hare and his family, and know that they too are heartbroken for the Phillips family as well. it was dark out at the time of the accident, the truck had drifted over into the right side berm of the road in the apex of the curve, this being a fairly steep grade curve, the reaction in response to the drift off the road was to immediately turn hard back onto the roadway surface. on a down hill grade with the weight transfer shifting to the front of the truck, as the the tires now regain solid traction, the physics of it reacts as an oversteer situation. this oversteer causes the truck now to go into Mrs. Phillips travel lane, and the accident occurs. there is no excessive speed involved. it's a split second reaction and unfortunately her was a car in the other lane. most people would react the same way in this type of incident.

As I read through these comments I am reminded of why I left Greene County. I didn't know that Green County had so many experts on accident investigations. All I am reading here is opinions and rumors about what happened. I am Mr. Hare's brother, I know he did not go to work that morning planning to kill Mrs. Phillips. He is not perfect by any means but then again none of us are. It is time for the people writing the rumors to stop and let the experts do their job and determine what really happened. I see many of you are ready to convict Mr. Hare without all the facts. Did anyone hear about the blood alcohol results, how about the drug screening test, so many so quick to condemn a man from his past actions. I thought this was America, the country were you are innocent until proven guilty. I am truly sorry for the tragic loss of Mrs. Phillips and I am sure that if my brother could he would gladly be the one who died in the accident instead of her. To silver eagle, I would like to know exactly where that road that you truckers are not on is located? Believe me if i could get any where in this county without passing you, I would do it!!! And before you condenm someone for driving their child to school, you maybe shoud understand that she worked at that school and why SHOULD he have to ride a bus??? And yes, I am sure there are many good truck drivers, everyone knows how many of you are exceding speed lomits and driving carelessly on these roads to get more loads in per day, and the innocent public has to pay. A lovely wife and mother is gone, and reguardless whether it was due to excessive speed, careless driving or mechanical failure, this is a terrible tragedy that shouldn't not have happened. I'm just asking you ALL to think of your families everytime you are behind the wheel!!!

To Troy Hare...First of all this accident NEVER would of happened if Mr. Hare would not have been traveling too fast...TO CLARIGY THE WHEEL, IT CAME OFF BECAUSE HE WAS GOING TO FAST AND TRIED TO CORRECT HIMSELF FROM GOING TOO FAST...THIS WAS A VERY TRAGIC LOST FOR OUR FAMILY.....Im not saying that we should Hate anyone, what you have to understand is HE WAS GOING TOO FAST, AND BECAUSE OF HIS STUPID ACTIONS..HE CALLED DARLENE AND LEFT HER SON WITHOUT A MOTHER...AND HER HUSBAND WITHOUT A WIFE....TOO BAD TRUCKERS FEEL THEY OWN THE ROAD AND CAN DO WHATEVER THEY WANT....TROY, HOW WOULD YOU FEEL IF A TRUCKER WAS DISOBEYING THE LAW AND KILLED YOUR WIFE, AND LEFT YOUR CHILDREN WITHOUT A MOTHER!!!!!!!!!!!!!!! I just want to say to Troy who is the brother of the man that caused the death of this wonderful woman, I am from Morgantown, WV, not from Greene County and I had the pleasure of working with Ms. Phillips for quite a few years, she was a WONDERFUL woman and was so dedicated to children and her students. I understand that you probably didn't know her and I'm sure your brother didn't leave his home that morning saying I'm going to kill one of the most beloved people on this planet. As I said I worked with her for several years, it didn't matter, morning or afternoon, everytime you walked into her room you were greeted with a smile, never anything else. She had a love and lust for life and never seemed to EVER be sad about anything. God got someone special that morning, no doubt about that. Like I said I'm not a Greene Country resident, never lived there, never will, so this isn't about that. Will wait to see what the investigation says and judge from there. You try to make your brother a victim, he isn't a victim, and although Darlene lost her life, and was a victim, and we will all pay and miss her everyone has overlooked the real victim here. Darlene is smiling down from heaven, knowing that her pride and joy and love of her life Garrett survivied this crash and will continue to live his life, nothing would have made her happier, she loved him more than her own life. But I'm sure she as well as I am thinking poor Garrett is the victim here, they were on their way to school, got slammed by an out of control dump truck, and that poor 10 year old child, who is not only forced to grow up without the FABULOUS mother he was given was trapped inside of a vehicle for god only knows how long knowing that the woman who gave birth to him, gave him unconditional love and was his rock was gone. How long did that poor child lay there and wait for help to arrive??? Let stop slinging blame here and thing about that poor child, who will have this incident etched in his brain for the rest of his life, who will grow up without the best mother this world has to offer. Get over yourselves, quit slinging blame and think about this poor little boy.

Try driving 18/21 West and see the way these truckers drive. On the wrong side of the road, tailgating, passing in a no passing zone. When the bridge in East View was down to a single lane they would run the red light. All the while driving like a bat out of hell. Something needs to be done to slow these drivers down. How would they feel if that was one of their family? I really have never seen a more lack of respect for the other drivers on the road. Please someone help the innocent.

Everyone is entitled to their opinion. It is a free country. Do you know all the facts? Were you there? Do/Did you live in the area where the accident happened like some of the people who posted comments? When you heard of the accident, were you not speculating about what happened? Do you have the answers and willing to share? Everyone who has commented has a right to what they feel and what they have witnessed in the area. Based on your 1st sentence, you have hatred towards Greene County. Past actions? Hmmm...seems to me when I saw Terry last he was pretty much drunk and driving. Was he drunk that morning? No one knows..it has not been reported. Did he set out to kill Darlene Phillips with a company vehicle? I don't think so but it is very apparent that he caused the death of another person. That would be vehicular manslaughter. Why did he lose control of the vehicle? The tire rumor is that it came off due to the accident - it was not the cause. Face it - he lost control of the vehicle and unfortunately took the life of a human being. So, yes, people are angry, sad, etc. as they can be. This is America - freedom of speech. In addition, I applaud that you served out country. Thank you. But this is not the military, this is civilian law. Terry will undoubtably mature from this experience.

He already knows his brother was at the wheel of the truck that killed Ms. Phillips. If you don't think Mr. Troy Hare should voice his opinions, then you shouldn't be voicing yours either. So let me get this straight. Mr. hare was trveling to fast, where is that posted in the article, I didn't read that fact, where are you getting your information. Where any of you making comments there on the scene. No I have no answers I am waiting for the official report from the proper authorities. I do not hate Greene County, never have, never will, it was a wonderful place to grow up. What I hate is the simple minded people who live there that are so quick to judge and make comments before they have the facts. If you saw Mr. Hare drunk and driving (as you stated in your comments) then it is your duty as a citizen to report what you saw to the police. So the tire fell off after the accident, again where you there to witness this or did you hear it from some one who is just running their mouth and talking about something they have no facts about. I am angry as well and if Mr. Hare is brought up on charges then he will face it like every other person would. I am not making him out to be the victim. Your right this is n ot a military situation if it was it would be handled a whole lot diferently. First and foremost there would be no rumors flying around and the facts from the investigation would be post for all to read and learn from so that typoe of accident would not happen again. I wasn't there so I don't actually know what happened. None of you posting where there either so none of you actually know what happened so why don't we just let the investigators do their job and stop all the rumors and finger pointing. How would I feel if I lost my wife or child in an accident, well I lost my 6 week old son from somoeones negligance and I know all to well the pain it brings every minute of every day, I carry that pain inside my heart every second of every day, so yes to answer your question I do know what it feels like to lose a close family member to someone elses stupity. Until the facts come out and the truth be told by the investigators I strongly urge all the rumor spreaders to stop and wait and see what comes from the people trying to figure out what went wrong.

Troy, You really need prayers along with your brother. You have to understand that Darlene was such a close frind to EVERONE who knew her, and we all know that your brother did not sit out that moring to take anyones life, but it happened and we are all in shock. If you had ever ment her you would know what everyone is talking about. Accidents happen, but to loose a Great mother, friend, teacher and just all around greta women is very hard to swallow. Yes they are still investagating, I seen them out on that road yesterday measuring the skid makes on the road, so this will come to and end for all. I really feel bad for Terry, but they did say he cut over into Darlenes side of the road. We will all see in the end the way the investagation will go. I will keep praying for all involved.

If you didn't see the accident happen, then you have no right to comment on who was at fault. How would you all feel if you were the one that was driving that truck and read all of the comments that said you were at fault, before the investigation was finished. Stop throwing stones until you find out all of the facts. You should all be ashamed of yourselves. If it does turn out to be Mr. Hare's fault, I am sure that he didn't get up that morning and say to himself, "Hey you know what, I think I will go out all kill someone today!" The angry mob needs to put their torches away and grow up.

wow, you all need prayers. Brenda I have read every one of these comments and in not one do I see Where anyone said Mr. Hare sat out to kill my good friend that morning. We lost someone who ment alot to so many, and now her 10 year old son has to grow up with out his mother. I heard that the wheel came off before the impact. And that he cut over the line. none of us knows what happened, and to be honest we probley never will. All I know is that we have to try to get threw this with lots of prayers for both families. Darlene was not the type of person that would set blame on Mr. Hare or anyone. She was the kindness person that I have EVER ment in my life. I know for a fact that should would not want anyone saying anything about this.

There seems to be a great deal of energy put into these comment postings. Each person believing their opinion needs to be heard. All of you have a right to free speech, and each of you is reacting in your own way to the tragedy of this senseless accident. But consider this...perhaps, rather than commenting back and forth about what you do or do not know, your energy would be better served reaching out to someone in need, or someone you love, or simply a neighbor or friend. Have faith that the investigation into the accident will reveal all the facts of what happened, but recognize that even when the facts are known that it won't take away your anger, pain, and sorrow. Only you can manage your own grief. Arguing with your neighbors and trying to place blame won't make it any easier. If Mrs. Phillips’ 10 year old boy were to log onto this website, is this what you would want him to read? Or would you want to reach out to that little boy with compassion and demonstrate to him the power of community, good will, kindness, and forgiveness. Doesn't that child deserve that from his neighbors? Don't your family and friends deserve that from you? I have no doubt that if Mr. Hare is found responsible for this accident due to some negligence on his part that he will be held accountable and will take responsibility for his actions. But what if this was nothing more than a tragic, senseless accident that forever impacted the lives of two families? Wouldn't you rather look back at this time and remember that you were one of the individuals who reached out to the families, offering them your condolences and your help, rather than as one of the individuals who thought his or her energy was best served spouting off at the mouth, making accusations, and placing blame. All of us can do better in our lives. So after reading this comment, instead of taking the time to write back or share yet one more opinion, turn off your computer and go to your loved ones and hug them and tell them you love them. And be ever thankful that you still have them in your lives!!! May God bless both the Phillips family and the Hare family and offer them both comfort and guidance through this very difficult time.

Brenda, You are saying no one has the right to comment on whos at fault. If you would of knew Darlene you would really want to know what happened. We know someone who talked to the DOT and the wheel did not come off until after impact, and Mr. hare did croos over into her lane. She had no idea what happened, he hit her on a blind curve. He needed to have more control of his truck. So just keep every family in your prayers because both families needs them.
