Assault charge: Bryan Christopher Horner, 34, of Washington, was arrested on charges of simple assault and harassment, accused of assaulting his girlfriend early Thursday, state police said. Horner allegedly grabbed Kathleen Renee Conn, 22, of Washington, by the hair during an argument outside 499 Baird Ave., Canton, and slammed her head off a parked car. He was arraigned before District Judge Gary Havelka and placed in Washington County jail on $5,000 cash bond. Conn was treated at Washington Hospital.
Window broken: Kimberly Haskey of Washington told state police Wednesday that the window of her car was broken while it was parked at Paxton Street and Kerns Hill Road.
Man arrested: James Joseph Barrett, 45, of 104 Paul St., Washington, faces charges for grabbing Mary Jo Pruitt, his girlfriend's daughter, throwing her onto a bed and trying to hold down so she couldn't leave Wednesday, state police said. He allegedly twisted her ankle and tried to hit her in the face, court documents indicate. Barrett was arraigned before District Judge Gary Havelka and placed in Washington County Jail on a $5,000 bond.

Two charged: Two people were charged for allegedly stealing items from unlocked vehicles in the Richeyville area in August and September, Centerville police said. David Miller Jr., 18, of Hiller, was charged with theft and conspiracy, and Danielle Harrell, 20, of Cokeburg, faces a conspiracy charge.
Police said Harrell drove Miller to Richeyville and dropped him off to steal items, then picked him up and drove to another street, where the same thing would occur. Charges will proceed by summons from the office of District Judge Joshua Kanalis.
CHARTIERS TOWNSHIP
Ladder stolen: Michael Jester of 2200 Henderson Ave. told Chartiers police Monday that a 16-foot metal ladder and 12-foot pick were stolen from outside his home.
COAL CENTER
Purse stolen: Meghan Ryan of Chalk Hill told Southwest Regional police that her brown leather Coach purse was stolen Monday night from a yard at 166 Back St., Coal Center. Anyone with information is asked to call police at 724-929-8484.
DONEGAL TOWNSHIP
Two cited: Destrey D. Thompson, 39, of Cameron, W.Va., and Daniel M. Whipkey, 36, of Waynesburg, were cited for public drunkenness after being found unconscious at 130 Main St., West Alexander, at 6:30 a.m. Thursday, state police said. Whipkey was placed in Washington County Jail on a bench warrant, and Thompson was released.
DONORA
Faces charges: Adam Louis Fincik, 25, of 312 10th Ave., Donora, was arraigned Thursday on criminal attempt, loitering and prowling, resisting arrest and disorderly conduct charges. Donora police observed Fincik on the roof of Snap-on Tools on Wednesday, according to court records. He jumped off the roof and tried to run when he saw police. Police ordered him to stop but he tried to climb a fence. He was told to get down but he kept trying to climb the fence, court documents state. Police used a Taser and he jumped off the fence and tried to run but was taken into custody. District Justice Gary Havelka set bond at $5,000 and Fincik was placed in Washington County Jail.
NORTH FRANKLIN TOWNSHIP
Defiant trespass: A 17-year-old North Franklin boy was charged by North Franklin police with defiant trespass after he left an office at Trinity High School, 231 Park Ave., without permission Tuesday and started wandering the hallways. He was later found in a classroom and refused to leave.
PETERS TOWNSHIP
Money stolen: Money was stolen from a deposit bag at Halloween Adventure, 3287 Washington Road, township police said. The theft of $950 was reported at 3:51 p.m. Wednesday and occurred after 11 p.m. Tuesday, police said.
SOMERSET TOWNSHIP
Liquor law violation: The owner of Eighty Four Distributing, Route 519, Eighty Four, was charged by the state Bureau of Liquor Control Enforcement with issuing checks for alcoholic beverages with insufficient funds on Aug. 24.
WASHINGTON
Escape charge: Joseph C. Douglas, 32, of McKeesport, was charged by the Washington County sheriff's department with escape after failing to return to Washington County Jail from work release July 27. He was arraigned Wednesday before Senior District Judge Marjorie Teagarden and placed in jail on $1,000 bond.
Inmate charged: Montgomery N. Keith, 29, of 809 Maple Grove Road, Bulger, was charged with escape by the Washington County sheriff's department after failing to return to Washington County Jail from work release May 20. He was arraigned before Senior District Judge Marjorie Teagarden and placed in jail on $1,000 bond.
Rims stolen: Johnny Lee Masters of 720 Ewing St. told Washington police Tuesday that two tire rims were stolen from his yard.
Scooter stolen: Helena Fisher of 805 Ewing St. told Washington police Tuesday that her son's red Schwinn electric scooter was stolen from her back porch.
