PGCB fines Washington Trotting Association
HARRISBURG – The Pennsylvania Gaming Control Board said Wednesday it fined the licenseholder of The Meadows Racetrack & Casino for two violations, according to a news release.
A $12,000 fine levied against Washington Trotting Association Inc. was the result of personnel at The Meadows Casino allowing an individual who is on the PGCB’s Self-Excluded Persons List to gamble and cash in chips at the casino’s cage.
The board also fined WTA $7,500 for its failure to notify the board of construction modifications between two restricted areas at The Meadows Racetrack & Casino.
The fines were the result of board approvals at its public meeting Wednesday of consent agreements between the PGCB’s Office of Enforcement Counsel and WTA.
PGCB also said Wednesday it levied a personal fine of $60,000 against Robert Soper, former president and CEO of Downs Racing, L.P., operator of Mohegan Sun Pocono in Luzerne County. Soper was fined for failure to properly disclose various business interests, specifically for his failure to properly disclose on his key employee and principal license renewal forms his ownership interests in 10 companies including two, Drinkholder and ReferLocal, which did business directly with Mohegan Sun Pocono.
