Heather Smith and David Chang were united in marriage November 7, 2015, in an outdoor ceremony at Meadowlark Botanical Gardens, Vienna, Va., with the Rev. James Birch officiating the 3 p.m. ceremony.

The bride’s parents are Jeff and Cindy Smith of Washington. Her grandparents are Mary Sabol of Washington, the late Thomas Sabol, Lois Smith of Washington and the late Fred Smith Sr.

Parents of the bridegroom are Young Fa Chang and Chu Ju Huang-Chang of Bellaire, Texas. His grandparents are Yue Er Cai of Taipei, Taiwan, and the late Pien-Nan Huang.

The bride was given in marriage by her father.

Matron of honor was Amy Dille of Houston, sister of the bride.

Best man was Mike Willis of Houston, Texas.

Ring bearer was Hunter Dille, nephew of the bride.

Readers were Kathy Sabol of Washington, aunt of the bride, and Sophia Chang of Brooklyn, N.Y., sister of the groom.

The bride is a graduate of McGuffey High School; Washington & Jefferson College, where she earned a bachelor of arts in English; the London School of Economics and Political Science, where she earned a master of science in international affairs; and the Elliott School of International Affairs at George Washington University, where she earned a master of arts in security policy studies. She is employed by the U.S. Department of the Treasury, Office of Foreign Assets Control.

Mr. Chang is a graduate of Bellaire High School; the University of Houston, where he earned a bachelor of science in interdisciplinary studies and a bachelor of arts in political science; and the Elliott School of International Affairs at George Washington University, where he earned a master of arts in security policy studies. He is employed by Integrity Applications Inc.

A reception was held in The Atrium at Meadowlark Botanical Gardens.

The couple honeymooned on an Alaskan cruise.
