James R. Blackburn Jr., son of Dr. J. Richard and Joyce Blackburn of Washington, recently was promoted to brigadier general by the U.S. Army. Blackburn is serving as deputy commander with the Army 3rd Corps and International Security Assistance Force Joint Command in Afghanistan. Brig. Gen. Blackburn is a graduate of Washington High School and the University of Pittsburgh. The general is married and has three children.
