Christopher William Tarr of Upper St. Clair has been awarded a doctorate of education degree in special education from Slippery Rock University. Tarr is a 1994 graduate of Washington High School and a 1999 graduate of Washington & Jefferson College. He received a master’s degree from Duquesne University in 2003. He is married to the former Gina Colpo and is the father of Eli, Anna and Samuel. His parents are William and Rosemary Tarr of Washington.
