North Franklin supervisors meeting’s purpose a mystery

North Franklin Township supervisors will gather Saturday morning for a special meeting whose time and date has changed four times this week.

Township business manager William Boucher, who has had a strained relationship of late with board Chairman Jim Huff, said he believes the upcoming 10 a.m. meeting has been called to take action on his employment status with the township.

An agenda for Saturday’s meeting was not available Thursday at the township building on Franklin Farms Road.

And Supervisor Silvio Passalacqua said no one from the township had consulted him about whether or not he could attend the meeting.

“I’m in the dark,” Passalacqua said, adding that he plans to attend. Huff and township solicitor Dennis Makel did not return telephone calls seeking comment Thursday.

Boucher said he and Huff have disagreed over a number of issues, including the supervisor’s claims that the township needs to stave off bankruptcy. Boucher has said the township has a healthy surplus.

Meanwhile, supervisors on April 3 canceled all township credit cards and demanded that township employees give a five-day advance notice if they needed a day off, actions Boucher believed were aimed at him.

Boucher said he has turned in time outside of his normal schedule for early-morning telephone calls he’s received from one of the supervisors.

He also said he was told after supervisors held a closed-door meeting last Saturday that he was to meet with the board at Makel’s office at noon Tuesday. He said that meeting was canceled after he refused to attend while asking that his due process rights be honored.

Huff took office in January 2012 and created a new majority that selected Boucher as the new township manager and also hired a different secretary/treasurer.

Passalacqua said he believes Boucher has been doing a good job as business manager.

“Right now it’s he said, she said,” Passalacqua said.
