Pair face drug, endangerment charges

Monongahela police arrested two people Tuesday morning on charges including endangering the welfare of children and possession of a controlled substance after finding suspected drugs during a state parole compliance check.

Police said they were assisting parole officers at the home of Jeffrey Mark Miller, 32, and Kellie Ann Higgins, 32, at 449 Francis Ave., when suspected Oxycontin and drug paraphernalia were found.

Police Chief Brian Tempest said a boy younger than 5 was inside the home.

Miller and Higgins were arraigned before District Judge Mark Wilson on charges of endangering the welfare of children, reckless endangerment, possession of a controlled substance and possession of drug paraphernalia. Both were taken to the Washington County jail on $25,000 bond. Miller also is jailed for parole violation.
