The stretch of land along Racetrack Road in North Strabane Township between a car dealership and the entrance to The Meadows will soon be developed into The Street at the Meadows.

North Strabane has approved the conditional-use application for The Street at the Meadows shopping center planned for Racetrack Road next to the casino.

The commissioners approved the application during their Tuesday night voting meeting and now await the project’s site plans from the developer, Horizon Properties.

The shopping center will be built between The Meadows Racetrack & Casino and Tomsic Motor Co. near Route 19.

Horizon plans to build a four-story building with close to 90,000 square feet of space that will allow for 90 one- and two-bedroom apartments on the top floors. Horizon needed the conditional-use approval because residential apartments are not permitted in a commercial district.

Township manager Frank Siffrin said the developer’s decision to add apartments and other amenities is a natural fit with more attractions around the casino and Tanger Outlets across the street. The addition of restaurants, office space and apartments could complement the other attractions, Siffrin said.

Traffic studies have found there are 13,760 daily vehicle trips on Racetrack Road, most of which go to the outlets and casino. The casino attracts about 3.6 million people per year, which translates to about 10,000 every day.

The process of applying for the conditional-use approval will not delay the start of construction, and the project is expected to be finished in spring 2014.
