The Tri-County Borough Asssociation will meet at 7 p.m. Nov. 21 at Charleroi Volunteer Fire Department Hall, 328 Fallowfield Ave., Charleroi. Guest speaker will be Joe Kirk, executive director of the Mon Valley Progress Council.
