HUD: Federal dollars to aid homeless

The federal Department of Housing and Urban Development announced grants for Washington and Greene counties to house those who would otherwise be homeless and to provide service programs known as HUD’s Continuum of Care.

The grants of taxpayer money support a variety of programs in Pennsylvania from client assessment to direct housing assistance and allowing local providers to continue offering permanent and transitional housing.

Street outreach is also eligible, although this effort locally is not the recipient of federal tax dollars.

“The overall cut to Continuum of Care was 5 percent,” said Jennifer Johnson, Washington County homeless coordinator.

“We put the grant in for fiscal year 2013. Every grant has a different operating year. These programs all start in 2014.”

Programs funded in Washington County:

• Safe Haven, through Connect Inc., $200,447;

• Shelter Plus Care I, Residential Recovery Services, $191,011;

• Supportive Living, Connect Inc., $90,723;

• Permanent Supportive Housing Expansion, Connect Inc.,$23,605;

• Permanent Supportive Housing, Connect Inc., $371,253;

• Fresh Start, transitional housing for victims through Domestic Violence Services of Southwestern Pennsylvania, $219,306;

• Can Do, Try-Again Homes for youth ages 18 to 24, $158,601 ;

• Washington County Homeless Management Information System, $62,941.

HUD requires county providers to keep track of data on the homeless.

The total is $1,317,887.

In fiscal year 2011-12, Washington County received $1,415,521 for 10 programs, some of which were part of multiyear grants not reflected in this year’s total.

Johnson expects the similarly named Permanent Supportive Housing Expansion and Permanent Supportive Housing programs to eventually be “blended.”

Both programs pay the leases on apartments.

Programs for the homeless funded by HUD in Greene County were:

• Greene County Permanent Supportive Housing Project, $138,109;

• Greene County Shelter and Care Project, $55,476;

• SHP Greene, $33,881.
