Waynesburg receives grant to prepare comprehensive plan

Waynesburg Borough has received a $45,000 grant from the state Department of Community and Economic Development to revise the borough’s comprehensive plan.

The grant is being awarded through DCED’s Municipal Assistance Program. The borough’s existing comprehensive plan was last revised in the mid-1960s.

Waynesburg University and Greene County will serve as partners in the funding and in the planning process, which is expected to cost $110,000.

The plan will address long-standing issues involving aging infrastructure, blight, code enforcement, housing, parking and cultural assets; consider the needs to attract investment for economic growth and the tax base and explore links between the borough and university.

Borough manager Mike Simms said the borough is pleased to receive the money.

The idea to revise the plan came about as a result of discussions council has had regarding code enforcement and changes to the zoning ordinance, he said.

“In order to update our zoning ordinance, we first have to look at the entire picture for the borough,” he said. “The grant will help us complete a comprehensive review of the borough.”

Council voted at a meeting in February to provide $30,000 for development of the plan.

“Investing the time and money into long-term planning pays dividends well into the future,” said state Sen. Tim Solobay, D-Canonsburg, who with state Rep. Pam Snyder, D-Jefferson, announced the funding.

The grant program provides funding to assist local governments plan for and efficiently implement a variety of services and improvements. DCED provides grants of up to 50 percent of eligible costs for the projects that are awarded.
