WAYNESBURG – Tracy Sheehan Zivkovich, director of human resources for Greene County since 2000, resigned effective Jan. 31. Greene County Salary Board accepted the resignation Thursday.

Zivkovich plans to assume a similar position in Westmoreland County.

The salary board then approved the temporary promotion of Rebecca Harris as interim human service director at $22.62 per hour, and it also approved the temporary promotion of Cara Cox to human resource specialist I at $14.93 an hour.

In matters pertaining to the sheriff’s department, the board acknowledged the layoffs of the following sheriff’s office employees: Lisa Sowden, Ryan Koffler, Mark Bridge, Lucas Cubic and Deborah Stockdale, effective Jan. 1 and per a Dec. 18 letter signed by then-Sheriff Richard Ketchem.

The board then approved the rehiring of Koffler as a regular full-time sheriff’s deputy at $14.52 an hour and approved the return from layoff for Stockdale to department clerk I at $12.47 an hour.

Joseph French was hired as chief deputy at $31,621 a year; Kelly Mayhle was hired as a full-time department clerk I at $11.87 an hour; Marcus Simms was hired as a casual sheriff’s deputy at $12 an hour; James Zimmerman was hired as a temporary sheriff’s deputy at $12 an hour; and Reagan Moore-Boyd was hired as a full-time deputy at $13.92 an hour.

In light of the retirement at the end of last year of Thomas Headlee as the county’s register and recorder, the salary board moved Donna Tharp to acting register and recorder at $47,237 a year.

County Controller Dave Balint, a member of the salary board, emphasized the salary is not set by the board, but by state statute.

In other matters, the salary board:

• Accepted the resignation of Allison Blaker, Children and Youth Services caseworker;

• Promoted Siara Johnson to CYS fiscal manager at $18.68 an hour;

• Approved the transfer of Mary Hager from corrections officer to administrative assistant at the county jail at $18.68 an hour;
