Supervisors award contracts for road materials

WAYNESBURG – Franklin Township supervisors, at a brief meeting Monday, awarded contracts for summer road materials and approved the closing of a paper alley in Morrisville.

The supervisors awarded contracts to Laurel Aggregate and Cool Spring Supply for various types of stone and to Golden Eagle Construction for three types of superpave road paving material.

The supervisors also awarded a contract to Youngblood Paving for seal coating materials and for application of the materials on township roads.

As in the past, the supervisors sought separate bids for materials, for labor and equipment rental and for “in place” application, which includes materials, equipment and labor.

This allows the township to award a contract for a complete project or to purchase materials separately and then award another contract for the labor and equipment to apply the materials.

The supervisors award contracts this way to save money.

The township is often able to purchase materials cheaper than a contractor because it does not have to pay sales tax.

The supervisors also agreed to close a portion of Eagle Alley, an abandoned street that has never been opened. The portion to be closed is about 160 feet long and runs between Stewart and Flower streets.

Resident Jim Hopkins requested the alley be closed. All adjoining property owners agreed to the closing.
