Cecil man charged in assault

A Cecil Township man was charged Friday by township police for allegedly pointing a shotgun at the boyfriend of his girlfriend’s daughter and threatening to kill him last month.

Lance Stumpf, 44, of 419 Cecil-Hendersonville Road, faces charges of aggravated assault, simple assault, reckless endangerment, terroristic threats, harassment, person not to possess a firearm and possession of paraphernalia and a small amount of marijuana.

Police were called Feb. 17 to the residence by Jessica Vicinski, who reported her boyfriend was at her mother’s home and Stumpf threatened him and pointed a gun at him. When police arrived, they took cover and had a 911 dispatcher ask the people inside the home to step outside.

Stumpf and Tracey Vicinski, identified by police as his girlfriend, stepped outside. They were then escorted back inside the house.

Stumpf told police he threatened Alec Walnoha because he was upset about how the North Strabane Township man and Jessica Vicinski took advantage of her mother. Stumpf told police he was holding a pellet gun at his side and denied pointing it at Walnoha.

Walnoha left the house after the incident.

While officers were talking to Stumpf, Jessica Vicinski called and asked to speak to an officer.

She told the officer Walnoha was frantic and called her about the incident with Stumpf. She also told police her boyfriend was at a friend’s house.

Walnoha later came to the Cecil police station.

He told police he was returning Tracey Vicinski’s vehicle to her and that he had permission to use the vehicle. He said he received several text messages from her cellphone and sent a text back apologizing for being late.

When Walnoha got to the Cecil-Henderson home, he said Stumpf walked up from behind him wearing dark clothing and a bandana with a skull face on it over his mouth. He said Stumpf was carrying a brown, camouflaged shotgun. Walnoha told police Stumpf pointed the shotgun at his head and threatened to shoot him, and also said he was planning to kill Walnoha but changed his mind.

Walnoha told police he later got a text from Tracey Vicinski saying that the earlier texts were not from her and Stumpf had her cellphone.

Police served a search warrant the following day to look for the shotgun but did not find one. They said suspected marijuana was found in a bedroom closet and empty stamp bags that are typically used for heroin were found in a basement garbage can. Those items were seized by police.

The charges were sent by summons from the office of Senior District Judge Jay Dutton. A preliminary hearing is set for April 10.
