Supervisors prepare for road projects
CARMICHAELS – Preparing to begin summer road work, Cumberland Township supervisors Monday awarded contracts for asphalt and road oil and approved summer work hours.
The supervisors awarded contracts for super pave asphalt and super pave binder to Hanson Aggregates. Hanson submitted low bids of $56 a ton for the asphalt and $49 a ton for the binder.
For winter mix cold patch, the supervisors awarded the contract to Golden Eagle, which submitted a low bid of $70 a ton. The supervisors also accepted the low bid for E-3 emulsion oil, $1.787 a gallon submitted by Suit-Kote Corp.
The supervisors approved a motion for township road crews to begin summer work hours. Supervisors, road masters and road workers will now work four, 10-hour days, from 6 a.m. to 4 p.m. The longer day makes it possible to get a lot more work done, Supervisor Jim Sokol said.
In other business, two township residents questioned the supervisors about the development of a noise ordinance.
In October, the supervisors were presented with a petition signed by 112 residents, asking the township to consider adopting a noise ordinance. The petitions were presented by a resident who claimed a neighboring property owner frequently shoots high-powered rifles on his land, sometimes as late as 10 p.m.
Supervisor William Groves said the supervisors intend to adopt a noise ordinance and are working on it but want to make sure it is done correctly. Asked if the public would have a chance to view the proposed ordinance, Groves said the ordinance will be advertised prior to its adoption.
The supervisors voted to approve an agreement with Rices Landing Borough to allow Cumberland Township police officers to provide police protection during Riverfest in June.
The supervisors hired Jeffrey Blaker at $10 an hour as a part-time summer employee to cut grass and approved the resignation of part-time police officer Nicholas Powell.
The supervisors at a reconvened meeting April 28 awarded a quote to rehabilitate the infield at the Legion Field at Wana B Park. The contract went to S&S Processing of West Pittsburgh, which submitted a low quote of $17,674.16.
Groves said the township expects the work to be completed by June.
At a special meeting April 23, the supervisors also awarded a $15,600 contract to Palco Sales Corp. to install a generator at the Nemacolin fire hall. A previous contractor had earlier been awarded the contract but was unable to obtain the correct bond.
The supervisors earlier purchased the generator from the state bidding list for $22,034. The equipment is being purchased with the township’s Community Development Block Grant money and will enable the fire hall to be used as an emergency shelter.
