Local man faces two sets of charges

An East Bethlehem Township man was arraigned Monday on charges filed by township police stemming from separate incidents.

James John Czegan, 46, of 29 Willow St., Fredericktown, is charged with terroristic threats, harassment and disorderly conduct for allegedly threatening another man while the two were in the waiting room at the office of District Judge Joshua Kanalis last month.

He also is charged with indecent exposure, open lewdness and disorderly conduct for allegedly exposing himself to a neighbor last week.

Czegan and John Smith, 45, of Fredericktown were at Kanalis’ office for a hearing on a summary citation of harassment filed by East Bethlehem police against Smith. The charge against Smith was dismissed by Kanalis after the hearing.

Police said at the end of the hearing, Czegan announced he was taking the matter to the FBI and left the building. After Czegan left, Smith told police Chief Mark Pompe the other man threatened him while the two were in the waiting room. He said Czegan told him he would make sure he got what was coming to him.

In the other incident, police were called to Czegan’s home to take a report from him a neighbor yelled at him and made an obscene gesture at him as he was cutting grass.

Police were then called to the neighbor’s home.

She reported Czegan was blowing grass on her vehicles that were parked on a paper alley between their homes.

She told police when she walked toward her vehicle, Czegan jumped off his lawn tractor and told her that if she could not handle the situation she should “get her old man.” Czegan then allegedly exposed himself to her before telling her to move her truck.

Czegan was arraigned on all of the charges before District Judge Joshua Kanalis and placed in Washington County jail on $20,000 bond.

A preliminary hearing is set for Sept. 22 before Kanalis.
