Action: Waynesburg University plans to renovate the third and fourth floors of Stewart Science Hall, borrowing from a bank $9.5 million for that project and refinancing 1998 and 2004 bonds issued by the Pennsylvania Higher Education Facilities Authority. The Washington County Industrial Development Authority is playing a role in the transaction, so the commissioners adopted a resolution on this matter. There is, however, no liability to Washington County, reported county solicitor J. Lynn DeHaven.

The cost of paving and installing fences at the Washington County Airport was less than expected, so the commissioners approved payment for work that was performed in addition to the original contract. Lindy Paving Inc. of New Galilee, Beaver County, replaced the Bravo taxiway and rehabilitated a parking lot and apron at the Dallas Airmotive hangar at a cost of $42,666 and Abel Fence of Wrightsville, York County, installed an ornamental fence at the terminal at a cost of $53,275. Half of the cost is being borne through the state Board of Aviation and the remainder is being paid from gambling revenues generated by The Meadows Racetrack & Casino.

The commissioners will enter into a $44,197 contract with Red Rock Fence Co. of White Oak, Allegheny County, to install fences at Mingo Creek and Cross Creek county parks, to be paid from natural gas and oil revenue.

The board approved an agreement not to exceed $25,000 per year with the law firm Camson Rigby LLC to serve as criminal conflict attorney when a co-defendant is being represented by the public defender’s office.

Attorney MariAnn Hathaway will provide guardian ad litem services to the Children and Youth Services agency through June 30 under an agreement paying her $8,749.

The commissioners approved an addition to its agreement with Peirce Park Group to perform consulting services for the county’s Other Post-Employment Benefits Trust, which would increase annual fees by approximately $11,000.

At the request of the Human Services Department, the board approved travel for Jennifer Johnson and Jason Bercini to Denver, Colo., for the National Human Services Data Consortium at a cost of $2,500.

At the request of the health center, the board approved an agreement with Dr. Julie Wilcox as the medical director of rehabilitation services for $1,500 per month through March 31, 2016, and extended the contract of Patricia L. Gould to operate the snack shop through Feb. 28, 2016.

The roof of the former Youth Development Center building, which is being used by Tyler Technologies Inc. as offices for countywide property reassessment workers, will be replaced. The board will seek bids and pay $4,000 to Florida Consulting Co. to develop bid specifications, administer construction and visit the site in Arden.

Next meeting: 10 a.m. April 16 in the public meeting room of the Courthouse Square office building.
