Police beat April 10
Assault charge: Floyd Daniel Rhome, 19, of 1003 Old West Road, was charged this week by Bentleyville police with simple assault and disorderly conduct after he allegedly threw a basketball at a teenage girl at 1005 Old West. Police said the ball hit her in the chin and chest. Charges are being sent by summons from the office of District Judge Curtis Thompson.
One injured: Anastasia Kapelonis, 42, of McGovern Road, Chartiers Township, was injured when her vehicle and a vehicle driven by Ruth E. Phillips, 68, of Oak Spring Road, Canonsburg, collided at the intersection of Como and Giffin avenues Wednesday, Canonsburg police said. Kapelonis was taken to Canonsburg Hospital for treatment of a head injury.
Theft, forgery charges: Rachael Ann Foley, 38, of South Hewitt Avenue, Canton, was arraigned Wednesday before District Judge Curtis Thompson on multiple counts of theft, forgery, theft by deception, bad checks, identity theft and receiving stolen property. She is accused of stealing checks from Mary Borger and Denny Hughey of Ridgewood Drive in Deemston in February. She tried to cash the checks, state police said. Cheryl Guzell of Canonsburg also told police she found items Foley allegedly stole from her in a rental van parked outside the Deemston home. Thompson set bond at $5,000 on the charges. Foley had been in Washington County jail on a parole detainer.
Paycheck stolen: Charlene Morrison of West Lincoln Avenue told McDonald police Thursday a paycheck for $70 was stolen from her mailbox.
Ring stolen: Employees of Kay Jewelers, Washington Crown Center, told North Franklin police Wednesday a package containing a diamond engagement ring apparently was stolen from the store. The ring was valued at $1,473.
DUI charge: Katelyn M. Belcher, 22, of 115 Stonegate Drive, McMurray, was charged Wednesday by North Strabane police with driving under the influence of alcohol, driving on the wrong side of the road and careless driving. Township police said they stopped her Friday night after twice seeing her driving on the wrong side of Waterdam Road at 60 mph. Police said her blood-alcohol content was almost 2 ½ times the 0.08 percent limit at which intoxication is presumed. Charges were sent by summons from the office of District Judge Jay Weller.
Marijuana, speeding charges: Matthew Tornabene, 25, of Cuddy, was charged Wednesday by state police with possession of marijuana and paraphernalia, disorderly conduct, speeding and not having his vehicle registered following a traffic stop Saturday on Interstate 79 southbound at the Canonsburg exit ramp in North Strabane. Police said they clocked him going 83 mph. Charges were sent by summons from the office of District Judge Jay Weller.
Assault arrest: Raymond M. Watson, 46, of 76 Rainey Road, Somerset, was arrested Monday by state police for allegedly assaulting a woman at their home. Police were notified by the woman’s caretaker. Police said the woman was choked and hit in the face repeatedly, breaking her eyeglasses. Watson was arraigned before District Judge Curtis Thompson on charges of simple assault, harassment and criminal mischief. He was placed in Washington County jail on $7,500 bond.
Forgery arrest: Fabria Lynn Scandolari, 31, of 1292 Donnan Ave., Washington, was arraigned Thursday before District Judge Jay Weller on charges of access device fraud, forgery, receiving stolen property and conspiracy after she allegedly used a credit card that was stolen from a teacher at Penn Commercial to make purchases at Giant Eagle in Strabane Square and Walgreens in Washington. She allegedly told South Strabane police she and an accomplice traded two $100 gift cards purchased at Giant Eagle for 16 stamp bags of heroin. She was released on $10,000 unsecured bond.
Warrant arrest: Toni A. Kennedy, 48, whose last known address was in Jefferson, Greene County, was arraigned before District Judge Jay Weller on a warrant obtained by South Strabane police after she was picked up by police in Greene County Thursday. Kennedy is charged with retail theft, conspiracy and theft by deception for allegedly stealing buckets of paint from Lowe’s, Strabane Square, in September. Police said her husband, Charles Kennedy, would then return the paint in exchange for gift cards. On one occasion, she allegedly stole a heater that she returned for a gift card. Her husband is in Washington County jail after his March 26 arrest on similar charges. He is scheduled for a preliminary hearing later this month before Weller. She was placed in jail on $20,000 bond and also has a preliminary hearing scheduled for later this month.
Two charged in theft: Tabitha Lee Bakos, 26, of 964 Park St., California, and Thomas J. Petrola Jr., 27, of 1450 Allison Ave., Washington, were charged Monday by South Strabane police with retail theft and conspiracy for allegedly taking items valuled at $350 from Kohl’s, Strabane Square, March 11. The charges will be sent by summons from the office of District Judge Jay Weller.
Credit card used: Jason Lowe of Burton Avenue told Washington police Wednesday his credit card information was used to make two purchases totaling almost $500 in Houston, Texas.
Crash into church: Josh Wade, 25, of Weirton, W.Va., faces a charge of driving under the influence of a controlled substance after he crashed his vehicle into Jefferson Avenue United Methodist Church, 160 Jefferson Ave., Wednesday afternoon, Washington police said. He allegedly told police he had just injected four stamp bags of heroin before the crash. Police said the vehicle did minor damage to the building, a light pole and gas meter. Wade’s passenger, Bohdon Zyzmewsky, 28, of Wheeling, W.Va., will be charged with disorderly conduct after police said they found him with drug paraphernalia. Wade was taken to Washington Hospital for treatment and a blood draw.
Probation violation alleged: Dawn Briggs, 32, of 716 W. Chestnut St., Washington, was placed in Washington County jail on a probation violation after police said she was found with 16 stamp bags of suspected heroin during a compliance check Wednesday. City police will charge her with drug possession.
Books cut: Leon McClain, 67, of Washington City Mission, 84 W. Wheeling St., will be charged by Washington police with criminal mischief after he allegedly cut pictures out of books at Citizens Library, South College Street, Wednesday. Police said he was banned from the library.
Mischief charge: Charles Ceasar IV, 40, who has no known address, faces a charge of criminal mischief after he allegedly broke a window at the Church Street home of Christine Elder Wednesday, after she would not allow him to enter her home, Washington police said.
