Substation gets early approval in Franklin

Franklin Township supervisors voted during their Monday meeting to give conditional approval to allow Cone Midstream Partners to construct an electrical substation in East View.

The substation will be built on property behind the row of houses that front Route 18/21 on the north side of the road.

In its recommendation to the supervisors, the township planning commission cited 10 conditions that must be met before the project is granted final approval, including the submission of a state highway occupancy permit and erosion and sedimentation control plan and approval of a variance by the township zoning board.

While the planning commission recommended the company’s plan be approved under provisions of the township’s land development ordinance, it recommended the plan be denied by the zoning board, said Steve Coss, township code enforcement officer.

The area where the substation will be build is zoned R-2 residential, Coss said. The zoning board was set to hold a hearing on the plan Tuesday night.
