A 66-year-old Clarksville man was arrested Thursday morning on child pornography charges.

James Curtis Kovach of 520 Sugar Lane is charged with two felony counts each of sexual abuse of children and child pornography, along with one felony count of criminal use of a communications device.

State police interviewed Kovach at his home Thursday and said he admitted to communicating with anonymous users on an Internet “chat line” sharing service over the past two years. He told troopers that he was “attempting to help police and unknown victims in regards to child pornography” but never contacted police, according to court documents.

Kovach allegedly admitted to looking at child pornography on his cell phone, and police said they found a nude photo of a young girl saved to his phone.

Investigators said they received a cyber tip from the National Center for Missing and Exploited Children database Jan. 14 indicating someone using Kovach’s cell phone attempted to send an email containing child pornography. Police received a court order April 22 to review the Internet protocol address that matched Kovach’s cellular telephone number and provider. The emailed image was a nude photo of a girl between the ages of 6 and 8, police said.

Police seized Kovach’s phone and computers from his home.

District Judge Glenn Bates arraigned Kovach on the charges Thursday afternoon and he was taken to the Greene County jail on $25,000 bond.

Kovach’s preliminary hearing before Bates is scheduled for Sept. 3 at 10 a.m.
