Man accused of assaulting Carroll officer

A Webster man was arrested Monday night after he allegedly struggled with a Carroll Township police officer who was trying to take him into custody at Monongahela Valley Hospital.

Charles S. Lipchey, 41, is charged with aggravated assault on a police officer, terroristic threats, resisting arrest, public drunkenness and disorderly conduct.

Police received a call for a report of an intoxicated man in the hospital’s emergency room. Lipchey told Officer Michael Fendya he was there to visit his girlfriend who was a patient on the seventh floor. He also reportedly admitted to the officer he had been drinking.

Hospital security reportedly told police they were reluctant to have someone so intoxicated on the property. When Fendya asked Lipchey if he had someone who could come pick him up, he allegedly became irate and threatened to assault the officer.

Police said Lipchey ran from the hospital, going over a snow-covered hillside into a wooded area. Fendya gave chase and called for assistance. Lipchey ran onto a lawn adjacent to the hospital and Fendya spotted him hiding behind a tree.

Lipchey ignored the officer’s commands to get on the ground, police said. Lipchey reportedly approached Fendya and again threatened to assault the officer.

Fendya deployed his Taser and hit Lipchey in the chest. Police said Lipchey fell to the ground, got up, pulled out the probes and charges at the officer. After a struggle, Fendya was able to take Lipchey into custody.

Lipchey was arraigned before District Judge Gary Havelka and placed in Washington County jail on $10,000 bond. He faces a Feb. 3 preliminary hearing before District Judge Mark Wilson.
