Two admitted to ARD program in Waynesburg

WAYNESBURG – Two criminal defendants were admitted to the Accelerated Rehabilitative Disposition program for first time offenders last week by Greene County Judge Farley Toothman. Those who successfully complete the program can petition the court to have their criminal records expunged.

Those accepted into the program must serve at least one-year probation and pay all fines and costs.

Defendants charged with driving under the influence of alcohol also may have their driving privileges suspended and be required to refrain from the use or possession of alcohol.

Entered into the program were:

William A. Wilkinson, 60, of 220 Calico Run Road, Spraggs, charged with cruelty to animals and two counts of disorderly conduct. Wilkinson was arrested July 27 after he tied his two Labrador retrievers to the back of his car with ropes and dragged them down Dewey Avenue in Wayne Township, police said. The male dog had cuts, a gash above its left eye and a gash on top of its head. The second dog, a female, also had a gash on top of its head, police said. Wilkinson told police the dogs got out of his yard while he was away. He said he tied them to the back of the car because he had no one to help him bring them back home.

Lisa A. Conklin, 49, of 153 W. Elm St., Waynesburg, charged with DUI, DUI incapable of safe driving and three summary traffic violations. Conklin was stopped for a traffic violation Sept. 4 in Waynesburg Borough. Her BAC was 0.228 percent.
