Meeting recap: Washington County commissioners

Action: As expected, the board adopted a resolution authorizing the merger of the Washington County Transportation Authority with Washington City Transit. The local match will be $113,230 for the 2015-16 fiscal year, contingent upon the city’s $85,000 payment. County Solicitor J. Lynn DeHaven was asked to write a legal opinion that Washington County Transportation Authority be named as a grantee of U.S. Department of Transportation Federal Transit Administration funds.

The commissioners agreed to seek bids for fabrication, delivery and installation of canoe and kayak docks and launches along the Monongahela River in Charleroi, East Bethlehem Township and Monongahela. Costs will be reimbursed by a Commonwealth Finance Agency grant and municipal match. The board approved a $25,000 contract with Mackin Engineering to complete the Riverfront Plan in West Brownsville, to be paid with a grant from the Commonwealth Finance Agency.

The board also is seeking letters of interest from potential vendors to provide food service in Cross Creek and Mingo county parks on weekends from May through September.

Also at the request of the county planning commission, members of the board approved a $1,014 contract with GAI for National Bridge Inspection Standards for three two-year cycles through 2019. Each cycle includes the inspection of 113 bridges and 15 Panhandle Trail bridges.

At the request of the Children and Youth Services agency, the commissioners approved a professional service agreement with Donnelly-Boland & Associates to place a qualified management consultant and accountant and provide fiscal support through May 19, 2016, at a cost not to exceed $176,250. State funds will provide $141,000, and the county is responsible for $35,250.

Also at the request of CYS, the board approved travel for Kim Rogers, director, to New Jersey to observe a program on building and analyzing data to improve child welfare practices. Casey Family Programs, based in Seattle, will cover the cost of her flight to New Jersey. The remaining costs, including car rental and meals, are estimated at $500.
