County sued over woman’s alleged killing by escaped inmate

PITTSBURGH (AP) – The children of a Western Pennsylvania woman allegedly killed by an escaped inmate plan a news conference to discuss a wrongful death lawsuit against the county jail and its warden.

Todd and Tara Long, of Kittanning, filed the federal lawsuit late Wednesday against the Armstrong County jail and warden David Hogue. Hogue has resigned effective next week.

The lawsuit cites two reports by the district attorney and a security consultant who found lax security enabled Robert Crissman to run away from the jail on July 30 while working as a trustee.

Long allegedly strangled an acquaintance, Tammy Long, at her home before he was captured the next day.

The county prison board’s solicitor declined comment Thursday. The Associated Press could not immediately reach Hogue, whose phone number has been disconnected.
