Area woman arrested on theft, access device fraud charges

A Claysville woman was arrested Friday by Donegal Township police for allegedly withdrawing more than $4,000 from a debit card account that was supposed to be used to pay monthly bills of a patient at a Claysville nursing home.

Ronda Ann Bedillion, 37, of 143 Highland Ave., was arraigned before District Judge Jay Weller on 15 counts of access device fraud and one count each of theft and theft by failing to make required disposition of funds.

Township police were contacted in May by the owner of Mama’s House, 142 Elm St., who reported one of the patients had not been paying rent. She also told police that the patient had authorized Bedillion to be his representative payee and that she had control over his Direct Express debit card.

The patient’s sister told police she had given Bedillion the card as well as a personal identification number so that she could pay the alleged victim’s monthly rent and take care of his day-to-day needs. The alleged victim also told police that he had never seen the card, nor did he receive any money from Bedillion.

Police obtained search warrants for all accounts and cards issued to the patient for all transactions between Oct. 1, 2014, and April 15. Police said they learned that money was withdrawn using the card at automated teller machines at Community Bank in Claysville and First Federal of Greene County in Buffalo Township. The card also was used to make purchases at two Claysville area businesses, they said.

Bedillion was placed in Washington County jail on $10,000 bond.

She is scheduled for a Sept. 29 preliminary hearing before District Judge Ethan Ward.
