Clarksville woman sentenced to jail for writing bad checks

A Clarksville woman who pleaded guilty in May to numerous counts of bad checks and theft by deception was sentenced Sept. 22 by Greene County President Judge Farley Toothman.
Ashley Nicole Simpkins, 28, of 139 Fourth St., was ordered to spend nine months in jail, followed by 75 months in county intermediate punishment program with the first nine months of CIP on house arrest with a GPS and alcohol monitoring bracelet.
She also was ordered to pay $4,731.92 in restitution and perform 250 hours of community service.
Simpkins was granted credit for time served starting from Jan. 15. Jail records indicate she was released May 15. She also was deemed eligible for work release while on house arrest.
Simpkins wrote 28 bad checks between April and October 2014 on bank accounts that were either closed or contained insufficient funds, according to court documents.
The charges were filed by Greene County detectives based on private criminal complaints filed by business owners in Greene and Washington counties. She pleaded guilty May 12 to 28 counts of bad checks and 25 counts of theft.
The victims and the restitution amounts included Dry Tavern Giant Eagle, $1,180.26; Waynesburg Giant Eagle, $753.94; Dry Tavern True Value Hardware, $1,256.09; The Fashion Shop, $485.20; Fox Ford, $279.21; Dry Tavern Beer, $86.50; Rock Starz & Divas, $425.56; Gabby’s Market, $185.16; and Hungarian Smokehouse, $80.
As a special condition of her sentenced, Simpkins is not permitted to have a checking account, nor can she serve as another person’s power of attorney or representative payee.
