A Charleroi man was arrested early Sunday by Donora police after he reportedly admitted to officers he planned to give a 14-year-old girl marijuana so she would be under the influence of the drug and have sex with him.

Dylan J. Streets, 25, of 331 Fallowfield Ave., was arraigned before District Judge Gary Havelka on charges of corruption of minors, unlawful contact with a minor and possession of marijuana.

Donora police were monitoring surveillance cameras in Highland Terrace about 1 a.m. when they noticed three people walking up to the entrance of the housing project. One of them, later identified as Streets, was carrying a backpack.

Streets gave the backpack to another person, later identified as a teenage boy. Police saw them loitering in front of one of the homes. Streets also appeared be smoking something, police said. Police went to check on the three people because they appeared to younger and may have been violating the borough’s curfew ordinance.

A fourth person appeared before police arrived. Police determined all but Streets were under the age of 18.

Police asked Streets about the backpack. Inside it, police found a small amount of marijuana. After reading Streets his rights, police asked him why he was out at that time with a group of juveniles. When police did a background check, they learned Streets has an active case in Westmoreland County for sexual offenses involving a minor. He also is on the state’s Megan’s Law list.

While at the station, Streets reportedly gave police written consent to search his cellphone. They found a text to a 14-year-old girl who was in the group at Highland Terrace. Streets eventually admitted he brought the marijuana to Highland Terrace and met up with the juveniles. He reportedly told police he was going to get them high and then make sexual advances to the 14-year-old girl.

Streets was placed in Washington County jail on $10,000 bond. He faces a July 13 preliminary hearing before District Judge Mark Wilson.
