Local mom faces child endangerment, harassment charges

A Carmichaels woman who is accused of causing a disturbance at Wana B Park Thursday evening was charged by Cumberland Township police with two counts of endangering the welfare of her children.

Jennifer L. Marshall, 35, of 419 Ceylon Road, was at the Carmichaels pool with her three children just before 8 p.m. when police were called after someone witnessed Marshall allegedly wrap her 7-year-old daughter’s hair around her wrist before dragging the girl across the parking lot, according to the criminal complaint.

Police said Marshall admitted to pulling the child’s hair while also grabbing her 4-year-old son by the ear. The children also acknowledged what happened when investigators spoke to them, police said.

“Marshall insisted that there is nothing wrong with this because she was raised on a farm and her father used to hit her with a belt,” police said in the complaint said.

Police said they suspected Marshall was drunk because she allegedly smelled of alcohol and spoke with a slurred speech. They also found empty cans and bottles of alcohol in her car, according to the complaint.

When police tried to question Marshall, she was uncooperative, yelling and swearing at them in front of the children, police said. At one point she tried to touch one of the officers on the head, and she threatened to urinate in the parking lot and in the back of the police car.

“Marshall kept insisting that her children were afraid of police because we are ‘out of control,’ and they see it on Facebook,” the complaint said.

“Marshall kept ranting about the military, the police and unrelated politics.”

In addition to child endangerment, Marshall was also charged with two counts of disorderly conduct, one count of public drunkenness and two counts of harassment. She was being held at Greene County jail on $4,500 bail while awaiting her preliminary hearing at 11:30 a.m. Thursday before District Judge Jesse Cramer.

Greene County Children and Youth Services placed the children with Marshall’s sister.
