Boating violation: Timothy Shawn Rice, 50, of 105 First St., Clarksville, was charged by state Fish and Boat Commission with operating a boat under the influence of alcohol and unsafely operating a watercraft after imbibing alcohol, following an incident Sunday. Officers patrolling the Monongahela River in Cumberland Township witnessed Rice allegedly drive his recreational boat within 30 feet of their patrol boat, causing a wake, according to the criminal complaint. Patrol officers stopped the boat and boarded it to question Rice, who they said was stumbling and appeared to be intoxicated. Rice’s blood-alcohol content was 0.13 percent. He also received four other boating violation summons.
