Theft, receiving arrest: Michael Flament, 28, of 1558 Walters St., Monongahela, was arraigned Tuesday on a warrant obtained by California police on charges of theft, receiving stolen property, criminal trespass and disorderly conduct stemming from a March 14 incident. He is accused of stealing motors, copper and metal from 68 Vesta Road and selling them for scrap. He was arraigned before District Judge Robert Redlinger and placed in Washington County jail on $10,000 bond.

Warrant arrest: Shawn A. Sessoms, 20, of Fayette Street, Washington, was arraigned Tuesday before District Judge David Mark on a warrant obtained by the Washington County Drug Task Force on charges of delivery and possession of heroin and conspiracy. He and another man are accused of selling heroin to a confidential informant in April and May at a location in Canton. Mark set bond on the charges at $25,000. Sessoms is in Washington County jail on other drug charges.

Drug charges: Karrell D. Heyman, 57, of 605 Fayette St., Canton, was charged with possession and possession with intent to deliver crack and heroin and possession of paraphernalia after the suspected drugs allegedly were found during a June 1 compliance check by Washington County adult probation. He was placed in Washington County jail on a detainer. Heyman was arraigned Wednesday before District Judge David Mark, who set bond at $25,000.

Theft arrest: Joshua Allan Popp, 32, of 120 Greenwood Drive, Canonsburg, was arraigned Wednesday before District Judge David Mark on charges of theft and receiving stolen property filed by Chartiers police. He is accused of stealing a 30-06 rifle from David Popp, 262 ½ N. Main St., Dec. 22 and selling it at Gander Mountain, North Franklin Township. Mark set bond at $25,000 on Joshua Popp, who was placed in Washington County jail Tuesday on a probation detainer.

Checks stolen: Christopher A. Cole, 688 Holly Drive, told Chartiers police Monday four checks were stolen from his home. One of the checks was cashed for $600, police said.

Drug charges: Anna M. Kimberly, 31, of 710 Walnut St., Donora, is charged by borough police with drug possession and possession of drug paraphernalia over accusations she had three Alprazolam tablets and a dose of Clonazepam during a traffic stop about 1:30 a.m. Saturday, court records show. District Judge Mark Wilson issued the charges in a summons Wednesday.

Traffic stop: Kimberly Ostrander, 52, of 800 E. Main St., Monongahela, is charged by borough police with possessing five stamp bags of heroin, two Clonazepam pills and a dose of Alprazolam during a traffic stop about 8:30 p.m. May 28 in the 800 block of Meldon Avenue, court records show. District Judge Mark Wilson issued the charge in a summons Tuesday.

Woman charged: Marissa Gillard, 24, of 144 Coal Bluff Road, Union Township, is charged by borough police with possessing heroin paraphernalia when an officer approached her during a drug investigation about 12:05 a.m. May 29 at Third Street and Allen Avenue, court records show. District Judge Mark Wilson issued the charge in a summons Tuesday.

Woman charged: Loretta Figolah, 32, of 506 Allen Ave., Donora, is charged by borough police with possessing paraphernalia when they approached her during a drug investigation about 10:40 p.m. May 28 in the 400 block of Fourth Street, court records show. District Judge Mark Wilson issued the charge in a summons Tuesday.

Traffic stop: Gavin Lee Pager, 27, of 415 Woodward Ave., North Charleroi, is charged by borough police with giving false identification during a traffic stop about 1:30 a.m. Saturday at Modisette Avenue and Walnut Street, court records show. District Judge Mark Wilson issued the charges in a summons Tuesday.

Endangerment charges: Russell Porter Jr., 20, of 121 Poplar St., Washington, was charged Monday by East Washington police with three counts each of reckless endangerment, terroristic threats and harassment. He is accused of following three people in his vehicle and then pulling a gun on them during a March 15 incident on East Wheeling Street. The charges will be sent by summons from the office of District Judge Jay Weller.

Warrant issued: Timothy B. Kelly, 18, of 2109 Rankintown Road, Union Township, is charged by city police with possession with intent to deliver seven small amounts of marijuana, reckless endangerment, underage drinking and public drunkenness, court records show. Police accused Kelly of giving Xanax tablets to Carter Williams, rendering him unconscious about 6 p.m. April 17 in a pickup truck parked in a McDonald’s at 301 W. Main St. District Judge Mark Wilson issued a warrant for Kelly’s arrest Tuesday.

False ID charge: Christopher O’Brien, 21, of 617 Lincoln St., Monongahela, and Tyler Hall, 21, of 410 Fifth St., Apt. 2, Charleroi, are each charged by city police with obstruction and public drunkenness, court records show. Police accuse them of disguising Hall’s real name when an officer found them walking in the middle of the 100 block of West Main Street about 2:20 a.m. May 31. District Judge Mark Wilson set bond at $5,000 for Hall, who is Washington County jail on a probation violation. O’Brien will receive his charges in a summons issued Monday.

Drug charges: Peyton Reilly Frame of 110 Seik Road, Chartiers Township, was charged Tuesday by North Strabane police with three counts of possession of a controlled substance and one count of theft. She is accused of stealing morphone, hydromorphone and another drug from a safe at Fix Ur Pet, 2215 Hill Church Road, May 19. The charges will be sent by summons from the office of District Judge Jay Weller.

Student charged: Darien Elizabeth Belleno-Preaux, 18, of 279 Muse-Bishop Road, Canonsburg, was charged Tuesday by North Strabane police with possession of a controlled substance and use of tobacco on school property. She allegedly was smoking on a bus June 1 at Canon-McMillan High School. Police said she also was in possession of an Alprazolam pill. Charges will be sent by summons from the office of District Judge Jay Weller.

Two arrested: Kelsey N. Puett, 23, and John M. Lowery, 33, both of 109 Old Meadow Road, North Strabane Township, were arrested Tuesday night by Peters police stemming from an incident at Giant Eagle, 4007 Washington Road. Lowery is charged with felony retail theft for allegedly stealing Prilosec from the store. Puett is charged with conspiracy. Both were arraigned before District Judge Robert Redlinger and placed in Washington County jail on $1,000 percentage bonds.

Retail theft charge: Steven R. Parsons, 31, of North Huntingdon was charged by Rostraver police with retail theft and criminal trespass after he allegedly returned an air compressor fraudulently at Walmart, 100 Sara Way. The charged will proceed by summons from the office of District Judge Joseph Dalfonso.

False information charges: William E. Arrington, 26, of Pittsburgh, was charged Tuesday by state police with illegal sale or transfer of firearms and unsworn falsification for allegedly putting false information on a gun purchase application in South Strabane Township Aug. 29. The charges will be sent by summons from the office of District Judge Jay Weller.

Theft, drug charges: Melanie Steele, 31, of 185 Caldwell Ave., Washington, was charged Wednesday by Washington police with retail theft and possession of paraphernalia. Police said she was found with empty stamp bags after she allegedly stole items from Shop ‘n Save, West Beau Street, May 13. The charges will be sent by summons from the office of District Judge Robert Redlinger.

Theft charge: Gary Drew, 63, of 62 Highland Ave., Washington, was charged Wednesday with theft after he allegedly stole a wallet containing $30 and credit cards from Jude Brown while the two were at Shop ‘n Save, West Beau Street, May 14. The charge will be sent by summons from the office of District Judge Robert Redlinger.

Woman assaulted: Jamie Johnson of 46 Mill St. told Washington police Tuesday she was assaulted by one of three women who came to her home. The woman allegedly punched her in the face. Charges are pending against her alleged assailant.

Money stolen: The owner of Tower Restaurant, 680 W. Chestnut St., told Washington police Tuesday a man pried open a machine and stole $40. The thief reportedly told two children who were with him to shield him so others could not see what he was doing. The machine was damaged, police said. Charges are pending.
