• Action: Mayor and council promoted police officer Steve Robertson to the rank of captain and Jack Hancock to the rank of corporal. Robertson, who has been acting captain since January, has been on the force more than 22 years. Hancock has been on the force for 15 years. Both were selected from a civil service eligibility list.

Patti Chappel was appointed to the position of business privilege and mercantile clerk in the treasurer’s office at a rate of $9.80 per hour. Chappel fills a position left by Cindy Griffin, who was named city clerk in January.

A use-by-right application for WTB Housing for the Washington Trust Building rehabilitation was approved. Trek Development Group plans to convert the 10-story annex building into 24 one-bedroom apartments and to construct a parking structure on the existing site of the Trust Building garage.

A contract was approved with Next Era Energy and Champion Energy as energy providers for city street lights. While West Penn Power remains the city’s utility company, Councilman Joseph Manning said changing providers will save as much as $28,000 annually.

Council members Monda Williams and Ken Westcott were appointed to the Washington-East Washington Joint Planning Commission, replacing former mayor Brenda Davis and previous councilman Terry Faust.
