Access device fraud: Jessica A. Gifford, 29, of 506 Washington Road, Waynesburg, was charged Thursday with access device fraud and theft after state police said used another person’s credit card, which was lost March 8 and used it to on three occasions in Franklin Township, totaling nearly $113 in charges. Police said she also used the credit card four times in West Virginia.
