A Washington man was arrested Sunday afternoon by city police on charges of endangering the welfare of children and reckless endangerment after motorists reportedly spotted him passing out as he pushed his 13-month-old daughter in a stroller on West Beau Street.

Wade S. Keith Jr., 34, of 119 Jollick Manor, later admitted to officers he used two bags of heroin, police said.

Two drivers told police they spotted Keith staggering and falling down as he pushed the stroller. Both stopped their vehicles, got Keith and the child off the street and called police. The two also reportedly took the stroller from Keith.

When police arrived, they reportedly found Keith swaying back and forth, mumbling and nodding in and out of consciousness. The girl was placed with Washington County Children and Youth Services.

A police sergeant asked another officer to go to Keith’s home and contact the girl’s mother. When police arrived, they said they found a 24-year-old woman unconscious on the kitchen floor, barely breathing. The woman, police said, was not the girl’s mother. An ambulance was called, and the woman was revived with Narcan. Police said needles and empty stamp bags were found in the home.

The girl was later released to her mother by CYS.

Keith was arraigned before District Judge Jay Weller and placed in Washington County jail on $10,000 bond. He is scheduled for a preliminary hearing before District Judge Robert Redlinger April 13.
