CHARLEROI – A Charleroi woman is wanted on accusations she has been dealing heroin and left potent heroin in reach of her 2-year-old son when she passed out Wednesday.

District Judge Larry Hopkins signed a warrant Thursday for the arrest of Rocheisha C. Winters, 34, of 331 Fallowfield Ave., Charleroi, on charges of endangering the welfare of children, drug possession with intent to deliver, drug possession, buying or exchanging food stamps and possession of drug paraphernalia, court records show.

Police said they found Winters unresponsive outside of her apartment after receiving a complaint about 1 p.m. Wednesday regarding a woman sleeping in a hallway in the building.

Winters was taken to Mon Valley Hospital after an officer revived her because she appeared to be disoriented. The call for police that day followed a recent drug raid on her apartment, police stated in the affidavit.

Police knocked on the door to her apartment, knowing she has a young child. Officers obtained a warrant signed by District Judge Larry Hopkins allowing them to conduct a search.

When officers returned with the warrant about 1:30 p.m., they found the boy’s grandfather had taken him.

Seized during the search were 11 stamp bags of heroin discovered on a small couch and a public assistance Access card issued to another person, according to police.

Police said the heroin was packaged identically to stamp bags that had been found at numerous overdose calls in recent days, court records show.
