Federal, state and local government offices will be closed Monday in observance of the Christmas holiday. Banks and financial markets will also be closed and there will be no mail delivery. The Observer-Reporter will not be published on Monday. The editorial department will reopen at 5 p.m. Monday to prepare the next day’s edition.
