Man wanted in indecent assault case apprehended
A Pittsburgh man wanted on warrants obtained by Washington police after he allegedly had inappropriate contact with two children was apprehended Thursday in Allegheny County.
Mark “Doc” Kisner, 48, was apprehended by Edgewood police in a coin laundry, said city police Detective Dan Rush. Kisner is accused of inappropriately touching a boy between 2013 and 2016, beginning when the child was about 9. Kisner also allegedly touched a young girl, giving her stuffed animals and instructing her not to tell.
Kisner was returned to Washington County Friday and arraigned before District Judge Robert Redlinger on charges of indecent assault, aggravated indecent assault, corruption of minors, luring a child and interfering with custody of a child. He was placed in Washington County jail on $40,000 bond. A preliminary hearing on the charges is set for Jan. 25 before Redlinger.
