Marketing airport business park

WAYNESBURG – Greene County commissioners are expected to approve a contract today with JABE Companies to market properties at the airport business park.

Commissioners agreed to place on the agenda for their 10 a.m. voting meeting a motion to hire JABE, a Pittsburgh-based commercial real estate firm, pending review and approval of the contract by the county solicitor.

Work on the business park and the three, two-acre parcels fronting Route 21 that will be available for commercial development is expected to be completed in the fall.

The commissioners voted last month to end a contract with Burns & Scalo Real Estate to market the properties. Termination of the contract was a “mutual decision” between the commissioners and the company, chief clerk Jeff Marshall said.

The company was to be paid on a “performance” basis and because Burns & Scalo did not bring in any tenants, the contract was at no cost to the county, Marshall said. JABE also will be paid on a performance basis.

The commissioners also are expected to award contracts today for the purchase of a paper shredder and five recycling trailers for the Greene Arc recycling program.

The apparent low bid for the trailers was from Pro Trainer Inc. for $97,225; the apparent low bid for the shredder was from BESA Equipment Inc. for $18,289. Grants cover the costs of the equipment.

Following the commissioner’s meeting, the first of two public hearings was held for the county’s 2017 Community Development Block Grant.

Despite a proposal to eliminate funding for the CDBG program in the federal budget, money for the program was included in the continuing funding resolution approved by Congress several weeks ago, said county CDBG administrator Crystal Simmons. The county expects to receive about $200,000 to use for projects in municipalities not eligible for their own CDBG grants.

Municipalities that requested funding included:

• Carmichaels Borough requested a grant to make storm water drainage improvements in the borough.

• Wayne Township requested grant money to help fund a project by the Brave Water and Sewer Authority to extend a water line about 4.5 miles along Oak Forest Road to allow Southwestern Pennsylvania

• Water Authority to provide water service to Brave. Brave is currently served by the Clay-Battelle Water District.

• Wayne Township also requested a grant for the Brave Water and Sewer Authority to construct a required de-chlorination tank at the sewage plant and a backflow preventer valve on the water system.

• Rices Landing Borough requested funding to extend sidewalks on Main and Water streets.

• Washington Township requested a grant to extend a water line off a proposed water line that will be constructed from Waynesburg to Nineveh. The water line extension will serve the community of Sycamore.

• Greensboro Borough requested a grant for the Greensboro-Monongahela Township Joint Sewer Authority for line work to eliminate storm water infiltration into the sewer system.

Requested for funding from the county’s CDBG program will be accepted until June 30, Simmons said.
