Greene County man charged in fatal Morris Township crash
A Greene County man was charged Tuesday by state police in a March 8 crash on Plumsock Road in Morris Township, Washington County, that killed a 20-year-old New Freeport woman.
Frank Edward Finnegan Jr., 23, of 471 W. Roy Furman Highway, Graysville, was charged with accidents involving death while not properly licensed, driving under suspension, failure to stay in his lane, failure to drive at a safe speed, careless driving, reckless driving and not wearing a seat belt.
The charges were filed after consultation with Washington County district attorney’s office.

Tanya Phillips
Tanya Phillips was a front seat passenger in a car driven by Finnegan that was going north in the 400 block of Plumsock near Conger Road when it crossed into the southbound lanes, crashing into a pickup truck.
The driver of the truck, Michael Leathers of Jefferson, Greene County, told state police he was not able to avoid the collision.
Phillips, a 2014 graduate of West Greene High School, was pronounced dead at the scene.
A 14-year-old boy who had been in the back seat of Finnegan’s car was flown to Children Hospital of Pittsburgh of UPMC. The boy’s father later told police his son had to undergo surgery and would have to learn to walk again due to his injuries.
Finnegan was flown to UPMC-Presbyterian hospital in Pittsburgh for treatment.
Leathers suffered several injuries to his leg, neck and ribs and also was taken to Presbyterian hospital for treatment.
The charges will be sent by summons from the office of District Judge Ethan Ward.
